1. Summary
1.1. The following proposals of the Education Committee and the Planning and Transportation Committee require the approval of this Committee.
2. Education Committee - Capital Programme
Bransgore Primary School
2.1. £85,000 was allocated in the 2000/01 Minor Works Programme for the provision of additional permanent accommodation at this school. The scheme which has been developed will result in the removal of a temporary building from the site, organisation of the internal accommodation by pupil age range and for the reception pupils to have purpose built accommodation with an adjoining protected area. The scheme is estimated to cost £104,000 exclusive of fees and the Education Committee seeks this Committee's approval to the additional £19,000 being made available from the Education Committee's 2000/01 capital programme contingency.
William Price Trust
2.2. The William Price Trust is an educational charity operating in Fareham. It has specified that £1m from trust funds should be used for projects in schools in the Fareham area. The payment reflects financial provision made by the County Council several years ago in connection with the establishment of Fareham Tertiary College for which there was an understanding, although not a legal obligation, that the Trust would repay the County Council from the proceeds of the sale of the former Price's College site. The Education Committee has considered priorities and proposes expenditure of £944,000 and contingency provision of £56,000, given the provisional nature of several of the cost estimates and the need to identify further funding sources for some schemes in future years:

2.3. The County Council's allocation from this Government fund for 2001/02 is £1.045m. Minor schemes at 45 schools have been identified which meet the criteria leaving £25,000 unallocated with £45,000 set aside to address the needs of individual pupils and £35,000 for the purchase of specialist equipment. Approval to the addition of the £1.045m to the minor works programme is sought.
Pupil Referral Unit (PRU) at Claypits Lane, Dibden
2.4. The Education Committee proposes the temporary relocation of the PRU in Brockenhurst at this site in Claypits Lane, Dibden which was previously earmarked for a primary school but for which there is now no identified demand. The estimated cost of the scheme is £150,000 which, subject to the agreement of the Asset Management Sub-Committee, is available from the disposal of former school premises in Hightown Road, Brockenhurst, which are to be developed to provide a community centre. The PRU is due to leave the premises on 31 July 2001. Despite an exhaustive search, it has not been possible to find a suitable alternative permanent location for it locally. The Education Committee seeks approval to add the £150,000 capital receipt to its minor works programme 2001/02 for the temporary relocation of the PRU.
3. Summary
3.1. The Education Committee's proposals described above require this Committee's approval to the addition of £2.195m to the Education Committee's minor works programme 2001/02.
4. Youth Service - Virement
4.1. Wildern School at Hedge End is undergoing major redevelopment, including relocation of The Grip Youth Club. Relocation is estimated to cost £200,000 funded by the Education and Policy and Resources Committees' capital
programmes (£85,000) and contributions from Eastleigh Borough Council (£55,000), Wildern School (£20,000) and the Youth Service (£40,000). The Education Committee proposes that the Youth Service contribution be achieved by means of virement of £40,000 from revenue to capital as a result of savings on Youth Service staffing costs.
5. Planning And Transportation Committee - Transport Capital Programme
5.1 The Planning and Transportation Committee in July 2000 proposed changes to its 2000/01 Transport Capital Programme totalling £1.78 million from Supplementary Credit Approvals and developer contributions as shown in the Appendix. The approval of Policy and Resources Committee is sought to these changes.
RECOMMENDATIONS
1. That approval be given to the revised estimated cost of the Bransgore Primary School improvement scheme of £104,000, £19,000 being made available from the Education Committee's 2000/01 capital programme contingency.
2. That approval be given to the addition of £2.195m to the Education Committee's minor works programme 2001/02 in respect of:-

3. That approval be given to the virement of £40,000 from revenue to capital to comprise the Youth Service to contribution towards the relocation of The Grip Youth Club at Wildern School, Hedge End.
4. That the proposed additions to the Transport Capital Programme 2000/01 as set out in the Appendix be approved.
