Appointments

Report of the Chief Executive

1. Amendments/Additions

1.1. The Committee is requested to note amendments/additions made by the Chief Executive acting under delegated powers to the memberships of Committees and Panels recently approved by the County Council or Policy and Resources Committee.

2. Commonwealth Local Government Forum

2.1. The Committee is asked to endorse the County Council's continued membership of the Commonwealth Local Government Forum and confirm the action of the Chief Executive, in consultation with the Chairman, in authorising the attendance of Councillor D.A. Kirk as the County Council's representative at Forum meetings as hitherto.

3. Sir Harold Hillier Gardens and Arboretum Management Committee

3.1. At its meeting on 18 June 2001, the County Council delegated authority to the Policy and Resources Committee to make appointments to the Sir Harold Hillier Gardens and Arboretum Management Committee. In addition to appointing two representatives, the County Council also appoints the Chairman of the Management Committee who must not be a member of the County Council.

4. Hampshire School Organisation Committee

4.1. The Education Committee currently appoints 7 members (4:2:1) to the School Organisation Committee. Legal advice suggests that these appointments should in future be made by the Policy and Resources Committee on behalf of the Council.

4.2. Accordingly, the Education Committee recommends as follows:-

"That Councillors D.G. Allen, M.F. Cartwright, B.D. Dash, R.J. Ellis, Jo Kelly, Mrs. E.M.F. Randall and J.G.L. Wall be appointed to serve as the County Council's representatives on the Hampshire School Organisation Committee until the Annual Meeting of the Council in May 2005".

RECOMMENDATIONS

1. That the appointment of Councillor M.S. Geddes as Deputy Vice-Chairman of the Recreation and Heritage Committee be noted.

2. That the appointment of Councillor Mrs. E.M.F Randall as a County Council representative on the Environment Agency (Hampshire) (Local Flood Defence) Committee in replace of Councillor M.J. Kendal until the Annual Meeting of the Council in May 2005 be noted.

3. That the appointment of Councillor Mrs. P.G. Banks as a County Council representative on the New Forest Council of Community Service in place of Councillor M.J. Kendal until the Annual Meeting of the Council in May 2005 be noted.

4. That the Committee endorses the continued membership by the County Council of the Commonwealth Local Government Forum at a cost of £540 per annum to be met from the Links with Europe budget, and the appointment of Councillor D.A. Kirk as the County Council's representative at Forum meetings.

5. That the Committee appoints representatives to the Sir Harold Hillier Gardens and Arboretum Management Committee until the Annual Meeting of the County Council in May 2005.

6. That the Committee appoints up to seven representatives to the Hampshire School Organisation Committee until the Annual Meeting of the County Council in May 2005.
