Summary

The Education Committee at its meeting on 18 July 2001 considered proposals to seek/ renew planning permission for temporary buildings at Barncroft Junior School, Havant and Frogmore Community School, Yateley. Asset Management Sub-Committee approval as landlord is now sought in accordance with the standing instructions.

The revised temporary school buildings policy was approved by the Asset Management Sub-Committee on 18 January 2001 and at the Education Buildings Sub-Committee on 6 March 2001. For the benefit of new members, a copy of the temporary school buildings policy is attached for information.

Full details of the individual circumstances and justifications for temporary buildings on the school sites were available to the Education Committee and in the circumstances, therefore, a summary only is set out below:

Frogmore Community School, Yateley

This unit is required to accommodate an increase in pupil numbers. A basic need bid for an additional 100 sixth form places was submitted to the DfES in September 2000. The decision has been delayed and the outcome is expected at the end of 2001.

This unit is required as a result of the closure of Park House Primary School, Havant from 31 August 2001. There is a short term need to accommodate pupils in Key Stage 2, while numbers moving through from the lower age groups reduce. To ensure that the unit is on site in time for the start of the autumn term, the Chairman of the Committee gave authority on 29 May 2001 for planning consent for the unit to be sought. The Committee are asked to endorse the action taken under delegated authority by the Chief Executive in consultation with the Chairman.

RECOMMENDATIONS:

That the Sub-Committee authorise the siting of a double temporary classroom at Barncroft Junior School, Havant until 31 August 2005 and a double temporary classroom at Frogmore Community College, Yateley until 31 August 2004.
