1. Summary
1.1. This report proposes the creation of four new Honorary Aldermen.
2. Honorary Aldermen
2.1. Under the provisions of the Local Government Act 1972, the title of Honorary Alderman may be conferred on someone who has, "in the opinion of the Council, rendered eminent services to the Council" usually as a past Member. The title cannot be conferred on a serving Member. When the Sub-Committee
first proposed the creation of Honorary Aldermen in 1994 it was envisaged that
only those who had served at least three terms of office would be eligible for consideration. It was also felt that the number of Honorary Aldermen created would be limited to maintain the distinction of the honour.
2.2. At present the Council has 13 Honorary Aldermen:-

3. The Proposal
3.1. It is proposed that the honour be accorded to four former Members, whose personal details are attached as a confidential appendix.
3.2. Section 249 of the Local Government Act 1972 provides that a resolution to create an honorary alderman has to be passed by not less than two thirds of the Members voting thereon at a specially convened meeting of the Council. It is proposed that a Special Meeting of the Council be convened for the purpose immediately preceding the ordinary Council meeting in September.
3.3. Before then all members of the Council will be canvassed to ascertain that the necessary majority is likely to be obtained. The intention is that the presentation of certificates would be made at the December meeting of the Council.
RECOMMENDATION
That a Special Meeting of the Council be convened to consider conferring the office of Honorary Alderman on four distinguished former Councillors who during their service rendered eminent service.
