Best Value - a message from Ken Thornber, Leader of the County Council
We want to give you best value when you use a County Council service.
This is a summary of our first annual Best Value Performance Plan which will explain the services we provide, examine how well we deliver them and explore the cost. It tells you how we aim to improve those services, and sets targets for the year ahead from the beginning of April 2000.
In the following pages we set out some of our achievements and some of the areas where we know we can do better. We also tell you what we aim to do to ensure our services meet the needs of everyone in Hampshire.
Corporate Strategy - a message from Peter Robertson, Chief Executive
Our vision for the future is contained in five key aims. These aims - our Corporate Strategy - define the way we provide services:
- developing the quality of life in Hampshire
- stewardship of the environment
- achieving economic prosperity
- partnerships for strong communities
- providing high quality accessible services
We use these key aims as a framework for everything we do and aim to deliver services that are needed. We want to give you value for money without compromising quality.
The shape of these services and the way they are delivered must be governed by the needs of the people of Hampshire. So it is vital that you tell us what you want.
Listening to you
Everyone who lives and works in Hampshire should be involved in shaping its future. Consultation is at the heart of the Best Value programme. In order to plan schools, roads, housing, care homes, services for the vulnerable and areas for recreation and sport we want you to tell us what you need. So we commissioned MORI to carry out a major consultation to find out. This involved:
- setting up focus groups in nine geographical areas
- ensuring that people with all types of lifestyles and family circumstances took part
- interviewing 1600 people in their own homes
This survey told us where we did well and where you felt we should improve. You told us you thought highly of:
- Hampshire schools
- Social services
- Libraries
- Recycling facilities
- Countryside sites
- Street lighting
But you want us to do more:
- for young people
- to improve local bus services
- in dealing with young offenders
- to listen to local communities
