What is a disabled person’s parking badge or blue badge?
Blue badges were introduced on 1 April 2000 and replace the previous orange disabled parking badges. The blue badges are recognised throughout Europe. The rules that apply to blue badges are the same as for orange badges.
If your application is successful, we will send you a booklet explaining when and where you can use your blue badge.
Please note that if the badge is misused, we can permanently withdraw it and the
organisation may prosecuted.
The scheme is run by the Department for Transport, Local Government and the Regions
(DTLR).

What kind of organisations can qualify for a blue badge?
Organisations that regularly transport disabled people may qualify for a blue badge for their vehicle(s). They would usually be day centres, clubs, schools or residential homes.

How does the organisation qualify?
To qualify for a disabled person’s parking badge, the organisation must:

be based in Hampshire or providing a service in Hampshire

transport disabled people who would qualify for a parking badge in their own right (see below)

have a vehicle that can carry at least three disabled passengers, and must be used on average at least twice a week for disabled people.
If your organisation acquired the vehicle after 1 April 2000, it must be adapted for wheelchair access (that is, with a ramp or lift), unless it is taxed as a disabled passenger vehicle.

Which disabled people qualify for a parking badge in their own right?
Individual people automatically qualify if they apply and:

they are registered as blind under the National Assistance Act 1948

they receive mobility allowance or the higher rate of the mobility component of Disability Living Allowance

they receive a war pensioner’s mobility supplement or a similar mobility supplement
-
their vehicle was supplied by the Department of Work and Pensions or they receive a Government grant towards the cost of their vehicle
-
they drive regularly and have a severe disability in both arms that means they cannot turn the steering wheel of a car, even if it is fitted with a turning knob.
People can also qualify if they have a severe and permanent disability that means
they cannot walk or can only walk with severe difficulty. Their doctor must provide
medical evidence to confirm this and in some cases we may ask them to attend a
medical examination.
Only severely disabled people qualify for a parking badge. People do not qualify if
their disability is temporary.

How do we apply for a badge?
You must complete the application form and send it to the address at the end of the form. The form must be completed by someone authorised to represent your organisation. A separate application form must be submitted for each vehicle thatqualifies. You must also send the following with your application:
A copy of your organisation’s stamp or logo: we’ll stick this to your blue badge, so it must be no bigger than 5cm x 5cm (2" x 2").
- A cheque or postal order for £2 made out to Hampshire County Council. Please do not send cash.

How do I renew the badge?
The badge is valid for three years from the date of issue. You must send evidence
to show that your vehicle still qualifies. We will send you a form shortly before the
badge expires for you to complete and return. When the old badge expires, you
must send it to the Blue Badge Unit.

How do I replace an existing parking badge?
If you lose the parking badge or it is stolen, defaced or can no longer be read, you should ask us for another form. (Contact details are on page 4.) You must complete the form and return it to us with the information we have asked for on the form.

Refusing a badge
If you do not qualify for a parking badge, we will explain why and return your cheque or postal order, or refund your money. If you do not agree with our
decision, you can write to us, with more information that supports your application
and we will look at our decision again.
