1. Summary
1.1 The following decision is sought:
That approval be given to add £5.051 million to the Capital Programme 2001-2003 to allow remedial work to be undertaken to the highway infrastructure damaged in the flooding at the end of 2000.
2. Reason
2.1 In late spring 2001 the Government Office for the South East requested details of the extent of the damage caused to the highway infrastructure as a result of the flooding in the autumn of 2000.
2.2 On 1 August 2001 the Department for Transport, Local Government and the Regions announced £23 million in support to local authorities to repair English roads hit worst by the floods. The support was made available to 22 authorities by way of Supplementary Credit Approval to be used in 2001/02 and 2002/03. The support granted to the County Council was £5.051 million.

7. Introduction
7.1 Hampshire suffered from prolonged flooding which was primarily groundwater related because of the unique geology of the region; this contributed significantly to the levels of deterioration.
7.2 The total cost of repairs to the fabric of the network and associated measures was estimated at the time at:

7.3 This figure was notified to the Government Office for the South East in May 2001 and the County Council was informed of the £5.051 million aid in August.
7.4 The latest estimate of costs is £10,039 million (see appendix) and therefore the balance of the costs (£4.989 million) will be funded from the Highways Maintenance budget.
8. Conclusion
8.1 The support granted will go a considerable way to making good the 2000 flood damage in Hampshire.
