Police Authority Community Consultation Core Group Programmes for 2002

1. Introduction
1.1. The Authority's new Community Consultation arrangements came into effect on 1 April, 2002. The new structure now requires Core Groups to submit a proposed consultation programme for approval prior to 1 April each year.
1.2. Due to the tight timescales involved in the introduction of the new consultation processes, Community Affairs were delegated the responsibility of considering this years draft programmes.
2. Community Affairs Meeting 19 March, 2002
2.1. Community Affairs met on 19 March, 2002 and considered the Core Groups draft programmes in turn. Suggestions for revisions to the programmes were made and this information fed back to the Core Group Administrators who were asked to discuss these revisions with their groups and submit a revised programme to the next meeting of Community Affairs on 23 April, 2002. Core Groups were reminded to include clear objectives and measurable outcomes within their programmes as required by Audit.
2.2. In addition, groups were also asked to consider over the next six months, whether the main issues arising from the MORI poll (which were burglary, drugs, personal safety and violence) could be incorporated into their programmes of consultation for either this year or next.
3. Community Affairs Meeting 23 April, 2002
3.1. The revised programmes were reconsidered on 23 April ensuring the groups had taken on board recommendations from the previous meeting and now also included clear objectives and measurable outcomes.
3.2. Community Affairs approved the revised programmes and a list of these approved consultation events is appended to this report.
3.3. The notes of the meetings of Community Affairs on 19 March and 23 April are included on the Agenda for the Police Authority in the normal way.
4. Programmes of Consultation
4.1. This report highlights the issues and the groups that will be consulted on/with during the next 5 months.
4.2. A chart is also appended to this report showing the range of groups the Authority will be consulting.
4.3. Information regarding the reasons and methods to be used are contained within the details of the core group programmes, as approved by Community Affairs on 23 April, 2002. Detailed information on individual programmes is available from the Police Authority office on request.
5. Analysing the results
5.1. This years consultation will conclude on 30 September, to allow core groups time to consider their findings and report back to a meeting of Community Affairs on 29 October, 2002 and in turn to the Authority meeting on 26 November, 2002.
5.2. The results will be fed into the Annual Policing Plan Planning Process for 2003/2004.
6. Recommendation
To note the programme of consultation for 2002 as approved by the Community Affairs Steering Group.
