1. Introduction
1.1 This report presents details of applications received for project and two for one grants from groups planning to organise arts projects for Hampshire residents.
1.2 A wide range of project proposals have been received for 2002/03. Publicity has sought to attract applications involving the priority artforms namely visual arts, crafts, literature and lens based media. The full list of applications received is attached in Appendix 2 supported by the budgets provided by each applicant with details of funding from other bodies where relevant. In each case the local member has been consulted and no specific issues have been raised.
1.3 The County Council continues to run the Two For One Award Scheme, a very successful initiative that fosters a positive relationship between business and the arts as well as making the grant funding stretch further. The scheme works by matching new sponsorships valued between £200 and £500 and provides a useful incentive to arts organisations to find more sponsors. This also encourages more local businesses to sponsor the arts in Hampshire. Applications for this scheme are detailed in Appendix 3.
2. Legal Implications
The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the expenses of maintaining a band or orchestra, and towards the development and improvement of the knowledge, understanding and practice of the arts.
3. Financial Details
3.1 The base budget of £68,600 for 2002/03 is allocated as follows:

3.2 A financial summary is shown in Appendix 1. Following the April meeting a balance of £21,700 was available for distribution. Due to the cancellation of the meeting scheduled for 20 June 2002 a number of applications required determination as they were for projects due to start or be completed before the date of this meeting. The scheme conditions provide that applicants should apply in time for their projects to be determined before the commencement of the project. Having consulted local members and the Executive Member the Director approved the following grants:
3.3 The total balance available prior to this meeting is therefore £14,450 and acceptance of the recommendations would require the sum of £2,250 to be transferred from the `Two For One' allocation to fund the project grants proposed. It is hoped that this grants budget may be supplemented from within the overall Arts budget later in the year when the revised budget is considered.
4. Project Grants
4.1 The applications for the support of arts projects are listed in Appendix 2 and include specific requests for £5,600 together with an unspecified request from an applicant relating to a project with a deficit of £3,870. Funding recommendations totalling £3,650 are proposed as set out in Appendix 2. The papers in the Appendix show details of all applications and they are prefixed with the letter A. Local Members have been consulted on these applications.
5. Two For One Award Scheme
5.1 Applications totalling £2,500 have been received and the details of these are shown in Appendix 3. These grants can be made retrospectively for arts events where an organisation has attracted first time sponsorship from a company. It is recommended that full matching amounts be made to the applications due to the great success of this scheme in attracting other revenue funding for the arts.
Recommendation
That the grants recommended in this report be approved.

Gallery Go is an audience development programme for contemporary visual art in
Hampshire and has been running for three years. The project offers participatory
and informal educational opportunities for those not previously engaged in the arts
as well as existing users through a programme of talks and participatory workshops
based on current exhibitions in the participating consortium of galleries. Galleries
currently involved in the project are Winchester Gallery, ArtSway, Aspex, The
Millais Gallery, Southampton City Gallery and The John Hansard Gallery. The
project aims to offers non threatening, self-motivated opportunities to learn to
attendees, increasing the quality of their experience. The organisation are currently
applying for funding to extend the project for a further two years and aim to extend
their work in audience development amongst ethnic groups, people with disabilities
and young people.

Purpose For Which Assistance Is Sought
Combined Arts aim to offer young residents of the Sussex Street Hostel in
Winchester the opportunity to train in video filming, editing and digital
photography. The 'Real Lives' project will offer these predominately vulnerable and
unemployed people the opportunity to articulate their individual views on their lives
in a twenty minute video which will be premiered in the Screen Cinema in
Winchester and then distributed to agencies such as social services and local
authority housing departments. An exhibition of photographs will also be produced
during the project. The project will take place in Winchester and commence in August 2002.

Sacha Lee Winchester
Purpose For Which Assistance Is Sought August 2002.
Way Ahead is a site specific dance project that will take place in a disused
hairdresser shop in the heart of Winchester city centre. Sacha Lee, an experienced
dance professional, will be conducting a month's research during August 2002
looking at ways of creating multi-dimensional dance work. She will be working with
a movement analyst, singer, sculptor and other regional artists in a series of
workshops at the Theatre Royal, Winchester and The Point, Eastleigh. These
workshops will culminate in three nights of performance in September 2002 at the
former hairdressers. The project aims to raise an awareness of the arts in an
everyday situation and challenge the limited function of commercial retail premises.
The project will be conducted with the assistance of Hampshire Dance Trust and
Winchester City Council.

Purpose For Which Assistance Is Sought
Children's Concerts annually stage concerts in Petersfield, Winchester, Portsmouth
and Southampton for children aged five to eleven years. The concerts include short
orchestral pieces, a narrative piece and a song for audience participation written
specifically for the concerts and given to schools to learn before the event. The
concerts are performed by Southern Pro Musica, a full symphony orchestra of local
professional musicians with their conductor John Willcocks and are publicised
through local schools. The concerts will take place in Portsmouth and Petersfield
on 29 January 2003 and in Winchester and Southampton on 30 January 2003.

Wordfest aims to offer an exciting range of high quality literature events and
innovative projects that are accessible for all in the borough of Basingstoke and
Deane. Wordfest focuses on live contemporary and interactive events which
promote the appreciation of literature and relevant cross-art forms. It seeks to
develop an audience for literature and encourage participation in reading writing
and drama with an emphasis on workshops, performances and training
opportunities. The festival will take place from 3 to 12 October 2002 at the
Haymarket Theatre, Fairfields Arts Centre, Queen Mary's College, Central Studio,
Willis Museum, Basingstoke library, Whitchurch Silk Mill and Hammicks Bookshop.

Set up to provide appropriate activities for children and young people with
disabilities SNAPS (Special Needs Activities and Play Scheme) aims to integrate as

SNAPS runs a series of workshops for children from 5 to 19 years old both in term
time and in the school holidays and is applying for funding for art, dance, drama,
