12. MINUTES
The Minutes of the meeting held on 1 July 2002 were confirmed as a correct record.
13. CHAIRMAN'S COMMUNICATIONS
Appointments - Environment Grouping
(i) The Chairman reported that Ms A. Quant had recently been appointed as the County Council's Director of Environment, and Mr D. Tarrant, Deputy Director. Further senior appointments in the Department would follow shortly.
(ii) Anti-Noise Policy - Highway Schemes
The Panel noted that the County Council had recently approved a new anti-noise policy with regard to surface materials used in highway schemes.

15. ENVIRONMENT GROUPING - ORGANISATION AND BLUEPRINT UPDATE
The Panel considered the report of the County Surveyor (Item 5 in the Minute Book) concerning the progress of Blueprint including the reorganisation of the Environment Grouping, progress on the Traffic Management Partnership agreement and on the Development Control Review.
RESOLVED:
That the report be noted.
16. HAMPSHIRE HIGHWAYS SOUTH - FAREHAM - STATUS REPORT
The Panel considered the report of the County Surveyor (Item 6 in the Minute Book) on the organisation, programme of works, and budgets for Hampshire Highways South, Fareham.
During the course of the ensuing discussion, the officers answered detailed Member questions regarding weed control, outlining both the procedures in place and budgetary constraints.
RESOLVED:
That the report be noted.
17. MINOR WORKS PROGRAMME
The Panel considered the joint report of the County Surveyor and the Director of Planning and Transportation, Fareham Borough Council (Item 7 in the Minute Book) concerning the progress made on the 2002/03 minor works schemes and the prioritisation of the rolling programme of minor works schemes for 2003/04.
RESOLVED:
That the Panel advises the Executive Member for Environment of its preference for minor works schemes in 2003/04 in the following order of priority:-
(i) extension to the cycleway in Gosport Road linking the proposed toucan crossing of Western Way adjacent to Quay Street roundabout to the existing cycleway in Elmhurst Road, and the removal of the pedestrian bridge - £10,000;
(ii) provision of new footway in Funtley Lane to complete the missing link between Roebuck Avenue and Stag Way - £10,000;
(iii) provision of a new rural footway from the railway bridge to the motorway bridge in Downend Road - £10,000.
18. HOME ZONE PROJECT - PORTCHESTER
The Panel considered the report of the County Surveyor (Item 8 in the Minute Book) concerning the progress made with the Home Zone Challenge Initiative project for Myrtle Avenue, Castle Grove and Sunningdale Road, Portchester. Members noted the following amendments to the report:-
· Para 2.2 delete "£499,999" and substitute "£499,000".
· Para 5.3 delete the word "Boundary".
RESOLVED:
That the Panel notes with pleasure the progress of the Home Zone project in Portchester.
19. OTHER PROGRAMMES AND SCHEME STATUS REPORT
The Panel considered the joint report of the County Surveyor and the Director of Planning and Transportation, Fareham Borough Council (Item 9 in the Minute Book) on a range of issues relating to other programmes in the Fareham area.
A full discussion ensued during the course of which the officers clarified issues, provided updates on start and completion times with regard to individual schemes, and answered detailed Member questions. The following points arose (inter alia):-
· Members welcomed warmly the expansion of the use of safety cameras on routes with serious accident records as described in paragraph 3.2 including in particular the proposals for using fine revenue to fund enforcement costs.
· Members noted that tenders had been invited for the SHRT-1 concession agreement and following analysis of the bids received, the contract would probably be let in mid-2003.
· the County Surveyor confirmed that the Fareham Bus Station and Fareham Rail Station schemes had been developed closely in conjunction with the SHRT proposals to ensure, as far as possible, maximum "transferability".
· Members expressed the hope that Gosport Borough Council could expedite its deliberations to ensure that the Newgate Lane-Tukes Avenue cycle route scheme could be implemented as soon as was practicable.
RESOLVED:
(i) That the report be noted.
(ii) That the results of the monitoring on safety camera routes in Fareham be forwarded to all Members of the Panel.
20. DATE, TIME AND VENUE FOR NEXT MEETING OF THE PANEL
RESOLVED:
That the next meeting of the Panel be held on Thursday 13 March 2003 at 9.00 a.m. at The Castle, Winchester followed by an inspection of the Urban Traffic Control (UTC) system in Monument House, Winchester.
