1. Summary
1.1 At its meeting in September the Council asked the three political Group Leaders, the Chairman of the Council, and Councillors Mrs. Allbright, Mrs. Barron (Councillor Ludlow deputised), Mrs. Glasspool, Kendal and Pierce to consider proposals for submission to the Boundary Committee for England for their consideration in relation to the Periodic Electoral Review of County Electoral Divisions which the Boundary Committee is undertaking. The closing date set by the Boundary Committee for submissions was 25 November 2002. The members met on 20 November. All members of the Council were invited to attend to contribute to debate. The following encapsulates the conclusions reached.
1.2 The proposals endorsed for submission to the Boundary Committee could if implemented result in a net increase of 4 county electoral divisions (additional seats in Basingstoke and Deane, East Hampshire, Fareham, Test Valley and Winchester and a reduction in Havant). The proposals that follow will be lodged with the Boundary Committee on 25 November. They normally take 12 - 16 weeks to consider all the proposals made to them. They then publish their own recommendations, allowing 8 weeks within which representations can be made.
1 Background
1.1 As with their reviews of district wards, the primary objective of the Boundary Committee for England is to achieve, so far as practicable, equality of representation across the county as a whole. They also attach much importance to achieving coterminosity between the boundaries of county electoral divisions and district wards. They recognise, however, that this will not always be possible if the objective of electoral equality is to be achieved. They also have to have regard to the desirability of fixing boundaries which are and will remain easily identifiable and any local ties which would be broken by the fixing of any particular boundary. The proposals outlined in this report take all these issues into account.
1.2 The statistical basis for the proposals is the December 2001 electoral register.
This data has been supplied by each district council. For December 2006, the County Council's own research data has been used. This is derived from a small area forecasting model based on enumeration districts and takes account of population change due to all causes. It reflects dwelling supply information available at April 2001. Development proposals approved since then are not included. There are major development areas (MDAs) at Andover, Basingstoke and in the south east of Winchester City Council's area (West of Waterlooville). Aldershot and north of Winchester City are also expected to experience considerable growth. Projections are considered to be on the low side.
1.3 The County Council's average electorate at December 2001 has been taken as the baseline figure within a framework of plus and minus 10%. The projected December 2006 electorate has been calculated similarly:-

2.4 The Boundary Committee make it clear that an electoral imbalance of over 10% in any county electoral division will require justification. Any imbalance of 20% or over should only arise in exceptional circumstances and will require strong justification. In that respect, the proposals in this report have been formulated against a background of Hampshire being scheduled to experience the greatest growth of housing in South East England - see Regional Planning Guidance No. 9 issued in March 2001.
2.5 With regard to the details, in some instances options are put forward where it is considered that more than one case can be made. Options (a)/(b)/(c) where they occur do not reflect any priority, therefore.
3. Proposals for consideration
3.1 Basingstoke and Deane
There are currently 9 county electoral divisions within the area of Basingstoke and Deane. Using 2001 data the average electorate per division and the county average are virtually the same (0.1%). Using 2006 data the average for Basingstoke is just over 2% above the county average. However, growth patterns vary across the district. Some parts of the district will remain fairly constant whilst in others there will be rapid and significant expansion. With this in mind a proposal for 10 county electoral divisions can be justified. The new divisions for Candovers and Calleva would initially be more than 20% below the average but, beyond 2006, if the situation which developed at Fareham Western Wards is not to be repeated (where a single county electoral division grew to contain 25,000 electors) these divisions would be likely to grow. Soundings among local county councillors indicate considerable support for this approach (Option A).
There is an alternative view that 9 County Councillors for Basingstoke could be sustained and a proposal to that effect is included here (Option B). However, should the Boundary Committee not recommend a 10 division solution, members concluded that further consideration should be given by the County Council when the Boundary Committee publishes its recommendations as to whether Option B is the most appropriate way of maintaining 9 county electoral divisions given its mix of rural and urban communities within some divisions.

3.2 East Hampshire
There are currently 6 county electoral divisions in East Hampshire. Taking into account projections for 2006, however, there is a strong case for justifying 7 county electoral divisions. There are 2 options. Option A links wards in Alton town with rural wards in 2 county electoral divisions whereas Option B contains Alton town with part of Holybourne and Froyle and includes Ropley and Tisted in Alton Rural. Option A partly addresses the views of Beech Parish Council. Option B would meet their preference to be linked only to rural wards but raises issues as to managing a county electoral division which wholly surrounds the town of Alton. Under both options Whitehill would fall in one division, an issue in support of which representations were received from Whitehill Town Council. Option B also contains the town of Petersfield within one division. In relation to Clanfield, both options reflect the proximity of Finchdean to Rowlands Castle.

3.3 Eastleigh
There are currently 7 county electoral divisions in Eastleigh. Local members agree on 4 of these: Bishopstoke and Fair Oak, Botley and Hedge End, West End and Grange Park, and Hamble le Rice and Netley. For the remaining 3 county electoral divisions there are 2 options. The County Council is aware that Eastleigh Borough Council has agreed proposals based on Option B.

3.4 Fareham
There are currently 6 county electoral divisions in Fareham. Population growth hitherto and further growth predicted makes a strong case for an increase to 7 county electoral divisions but again there are two possible solutions. Members considered the possibility of a 2 member division for Warsash but, in the interests of clarity and certainty for the electorate and the effectiveness of local members in the community through sole representation, do not wish to pursue this approach.

3.8 New Forest
There are currently 11 county electoral divisions in the New Forest and the following proposal is made to reconfigure these taking into account the many and diverse aspects of the New Forest. The proposals are particularly mindful of the special needs of The Waterside, the Coastal Towns, the Avon Valley and the core New Forest area whilst seeking to maintain and support local community of interest and take account of the Boundary Committee's guidance in relation to maintaining parish boundaries and local ties and identities.
In the rural areas the parishes form a vital part of the fabric of life in the New Forest. Every effort has accordingly been made to preserve parish boundaries to maintain strong communities, in line with the County Council's corporate aims.

3.9 Rushmoor
There are currently 5 county electoral divisions in Rushmoor and the following proposals are made to reconfigure these taking into account particularly the impact of future major development in Aldershot and the uncertainties in terms of the electorate vis-à-vis the sizeable armed services contingent in the borough and Aldershot in particular. Taking these issues into account the proposals for Aldershot West indicate a county electoral division significantly below the county average but significant growth is expected to address the imbalance. The proposals also acknowledge that in Farnborough, the North and West divisions can be constituted by an alternative distribution of the Borough Wards (Option B) reflecting a recommendation made at the time of the Boundary Committee's review of Borough Wards.
In the south of Aldershot members acknowledge that the Borough Ward of Manor Park, split between Aldershot East and Aldershot West in the proposals put forward (RT in Aldershot East and RU in Aldershot West) could give a similar numerical outcome using a different combination. It has been suggested that polling district RU and part of RT could be included in Aldershot East and the remainder of RT would be in Aldershot West without detriment to the size of the division.

Test Valley is a predominantly rural area with centres of population in Andover and Romsey and significant development in the lower southern part of the district adjacent to the areas served by Eastleigh Borough Council and Southampton City Council. Andover itself is a major development area.
