This appendix sets out the emerging options for District-level housing figures. At the time of writing, only the Central Hampshire and New Forest figures have been considered by the Member steering groups. A more definitive version of this appendix will be circulated with the report to the formal Cabinet meeting.
South Hampshire
Overall target proposed by the South East Counties and agreed by the Plenary Meeting = 4,000 homes per annum 2006-2026.
Agreed sub-regional strategy: PUSH's preferred spatial option is to focus growth on the cities of Southampton and Portsmouth and the main towns. However, not all development can be accommodated within existing urban areas. In the first half of the plan period the focus will be on sites allocated in adopted and draft Local Plans, on brownfield sites within existing urban areas, plus urban extensions. In the second half of the plan period this focus will continue but with greenfield development being concentrated in `Strategic Development Areas' (SDAs).
Proposed Options
Option 1: SDAs in Eastleigh and Fareham Boroughs plus urban extensions in southern Test Valley Borough and southern Winchester District.
Option 2: SDAs in Fareham, Eastleigh and southern Winchester Districts plus urban extension(s) in southern Test Valley Borough, Gosport Borough and Southampton.
Option 3: A smaller SDA in Eastleigh Borough and a larger one in Fareham Borough plus larger urban extensions in southern Test Valley Borough plus urban extensions in Gosport Borough and Southampton.
In all three options, there would be some small scale greenfield development in East Hampshire, Havant and New Forest Districts.

Proposed Options
Option 1: Develop the Winchester City North Major Development Area
Option 2: Further development at Andover beyond the current Local Plan allocations
Option 3: Expansion at Whitehill/Bordon
Option 4: Some development at Andover and some at Whitehill/Bordon
Option 5: Modest expansion of a larger number of settlements across the area.

North Hampshire
Overall target proposed by the South East Counties and agreed by the Plenary Meeting = 1,300 homes per annum 2006-2026.
Agreed sub-regional strategy (whole of Western Corridor and Blackwater Valley)
New house building will be located according to the following principles:
(a) Full use will first be made of previously-developed land within existing urban areas throughout the sub-region, subject to there being no unacceptable impacts on local amenities and quality of life; but
(b) Where this would yield insufficient housing to satisfy the overall requirement for the Western Corridor and Blackwater Valley, additional greenfield allocations may be brought forward, through Local Development Documents (LDDs), where these would not involve the development of land subject to environmental or planning policy designations of international, national or regional importance; and
(c) Any greenfield allocations that may be brought forward in line with (b) above will be predominantly focused on the periphery of the hub centres of Basingstoke, Bracknell, High Wycombe, Newbury and Reading, but smaller allocations may also be brought forward, through LDDs in other sustainable locations.
Proposed Options
Option 1: most development in Basingstoke which is a transport hub, with more limited development in Hart and Rushmoor Districts reflecting their physical and environmental constraints.
Option 2: a greater concentration of development at Basingstoke with less development in Hart and Rushmoor Districts which will give increased protection to the Special Protection Areas.
Option 3: a more even distribution of development across the three Districts.
