Summary

1.1

Each year Directorates within Hampshire Fire & Rescue Service construct Medium Term Plans (MTP) to support the delivery of the Fire & Rescue Service Plan. This report introduces the HR & Training Medium Term Plan (attached).

3.1

The attached MTP contains the detailed actions and activities that will enable the HR & Training Directorate to both lead and actively support (as appropriate) the delivery of our corporate objectives as detailed within the Fire and Rescue Service Plan 2008-11. The MTP details the specific actions and activities that are required and are broken down into individual business units within the directorate.

3.2

This years MTP has some changes from previous years. The HR & training areas of the business are contained within a single directorate but collectively there were too many individual activities to be contained within a single timeline. There were also separate and specific specialist areas which warranted individual approaches from both areas. Therefore the single MTP details these two areas separately, but under a single document. There is the addition this year of a joint introduction from the Chair of the HR Committee and the HR Director. There is also the addition of a matrix detailing improvement planning interventions and schematics for the organisation of each area.

This is a living document that is designed for internal use and should not be confused with plans such as the Fire & Rescue Service Plan which are designed specifically as public documents. It is very much a working document that will be used regularly through out the year to measure our projected progress in tasks and in meeting milestones. In addition to detailing the key deliverables that support the Fire and Rescue Service Plan, the timeline also includes some of the key `business as usual' activities that are essential to smooth and effective delivery of operational HR & Training services throughout the year.

The timelines for both HR and Training functions are held electronically and will also be displayed in the HR Projects Office. Unlike previous years, this will enable the timelines to be adapted and updated throughout the year to meet the changing needs of the Service. These timelines are also projected beyond the end of the financial year by 6 months to ensure smooth transition between planning periods in the future.

Contribution to Corporate Aims and Objectives

The MTP is designed to be used as mechanism for detailing the key actions required of the Directorate over the financial year. In doing so there are a combination of both project/organisational development activities and those more operational aspects of work that support `business as usual'. By completing the actions as detailed in the timelines, HR & Training will contribute both directly and indirectly to the achievement across the full range of the corporate aims.

Risk Analysis

Failure to have an effective mechanism to detail and then monitor key activities could result in some important actions being missed or delayed and thereby adversely affecting the Services ability to make progress against its Corporate objectives.

Resource Implications

6.1

Human Resources

There are no HR implications directly related to this report. However, the establishment of a detailed set of timelines more readily allows for effective management of resources through out the year.

Information and Communications Technology Resources

The software packages that staff will be using to access and maintain the timelines (Excel and Word) is in already installed and in daily use.
