Reviewing School Staffing Structures
Recent regulations place a duty on the Governing body of a maintained school to review the staffing arrangements at the school. On or before 31st December 2005 the Governing body must determine their review and prepare a plan for the implementation of any changes to the staff structure. The review must be conducted with a view to ensuring that the management and deployment of, and allocation of duties and responsibilities to, all staff make effective use of its resources in pursuit of schools improvement priorities.
The review process must be undertaken in close partnership with staff and representatives of recognised trade unions. The outcomes should ensure that, teachers and headteachers are able to focus on their own role of teaching and leading teaching and learning by relieving them of tasks which do not require their professional skills and expertise, and as a consequence develop enhanced roles and increased recognition for support staff within the whole school team.
In conducting the review the Governing body must take into account the pay arrangements and the conditions of employment of school teachers set out in the School Teachers Pay and Conditions Document 2004 including the Man 2005 order amending the Document that enables Governing bodies to award Teaching and Learning Responsibilities payments to classroom teachers from 1st January 2006.
The staffing structure review however should not be approached as an exercise to assimilate teachers onto the new TLR payments.
