This appendix includes the Proposals Map Inset Maps showing the Preferred Areas, Preferred Sites and Sites to be Safeguarded specified in Policies 19, 21, 27, 38, 43, and 52.
For each of the Preferred Areas (1 to 11) and Preferred Sites (A to G), the appendix sets out the main issues that need to be addressed and the criteria that need to be met by any planning application for minerals or waste development. However, these issues and criteria should not be taken as being a comprehensive set of all the matters which need to be addressed in the preparation of a planning application. They are a guide to the minimum requirements that should be met. Before an application is submitted, a detailed assessment of the area or site and the likely impact of the proposed development should be carried out, which is likely to identify other issues and constraints that will need to be addressed in the application.
The identification of a Preferred Area or Preferred Site in the Plan does not mean that permission will automatically be granted for minerals or waste development. Permission will only be granted if all the other relevant policies of the Plan are met including, in particular, those policies relating to the need for mineral extraction or new waste facilities and general environmental Policies 6 and 7.
For each of the Sites to be Safeguarded (H to O), the appendix sets out the main planning issues relating to the site that would need to be addressed in the formulation of any proposals for development. The inclusion of these sites in the Plan does not, however, imply any presumption in favour of permission being granted for development. Any applications received for development at these sites will need to be fully assessed at that time having regard to all the relevant policies of the Plan.
The figures given for the potential mineral yields of preferred areas for sand and gravel extraction are either estimates made by the Mineral Planning Authority using the best available geological information, or estimates made by mineral companies and verified by the Mineral Planning Authority. In some cases a combination of these two methods has been used.
