CONSERVATION AND ENVIRONMENTAL IMPROVEMENTS FUND
REPORT OF THE COUNTY PLANNING OFFICER
1. The purpose of this report is to advise the Sub-Committee
of conservation grants offered under my delegated powers,
and to seek approval for grants to be given for historic
buildings and grants over £5,000 for other projects.
2. Attached to this report are the following Appendices:
Appendix I: is a summary of the 1994/95 financial
situation, taking account of the recommendations
made in this report;
Appendix II: contains grants for Members to approve
under the Planning (Listed Buildings and
Conservation Areas) Act 1990; and
Appendix III: contains details of Conservation and
Environmental Improvement Grants for Archaeology,
Ecology, Landscape, and Urban Fringe Environment
for Members to note; and one Community Action Fund
project for Members to approve.
RECOMMENDATION
I recommend that:
(i) the financial summary statement for Historic
Buildings, Conservation and Environmental
Improvements in Appendix I be noted;
(ii) the grants under the Planning (Listed Buildings and
Conservation Areas) Act 1990 listed in Appendix II
be approved;
(iii) the Conservation and Environmental Improvements
Grants, as listed in Appendix III be noted; and
(iv) the funding for one Community Action Fund project,
forming part of the Conservation and Environmental
Improvement Grants in Appendix III, be approved.

(1) WEATHERBY HOUSE, 35 LONDON STREET, WHITCHURCH : Unlisted
building within a Conservation Area. Mid C19. Rendered house of
two storeys, slated roof. (Mr R S Conder). 14401/01.
Replacement of two sash windows and one casement window. Estimated
cost of eligible works £3,141.95 including VAT and fees. I
recommend that a grant of up to £314.00 (10%) be offered on
condition that:
(i) conditions in letter dated 15 December 1994 be
adhered to.

(2) THE SILK MILL, WINCHESTER STREET, WHITCHURCH : Grade II*.
Circa 1800. Water powered silk mill, still retaining its C19
equipment. Brick structure with slate roof surmounted by a leaded
bell cupola. (Whitchurch Silk Mill Trust). 675/08.
A grant was offered last year from the Town Scheme for repairs to
the wheelhouse and water wheel. During the project further works
of repair were found necessary to the wheel race and to protect the
structure with a new splash guard. Estimated cost of eligible
works £700.00 including VAT and fees. I recommend that a top-up
grant of up to £70.00 (10%) be offered on condition that:
(i) all works be carried out to the agreed
specification.

(3) 64 HIGH STREET, ALTON : Grade II. Late C16. Timber frame
house of three bays. Brick and wattle and daub infill panels.
(Alton Building Preservation Trust). 12714/01.
This building has fallen into a very poor state of repair and is
now to be rescued and repaired as the first project of the Alton
Building Preservation Trust. The works include repairs to the
timber frame, the infill panels, the roof structure and covering,
etc. Estimated cost of eligible works £62,277.35 including VAT and
fees. I recommend that a grant of up to £9,342.00 (15%) be offered
on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing.

(4) 38 SOUTH STREET, EMSWORTH : Grade II. C18, incorporating
an earlier core. Cottage. Painted brick with some timber framing.
Plain tile roof. Two storeys. Wooden casements and plank door.
(Mr and Mrs E C Lawrence). 7009/02.
This is a top-up application for further grant aid towards the cost
of extra works found to be necessary once the repairs were under
way. These included repairs to floor joists and boards, brick piers
for suspended ground floor and repairs to chimney. Estimated cost
of eligible works £2,664.00 including VAT and fees. I recommend
that a top-up grant of up to £266.00 (10%) be offered on condition
that:
(i) all works be carried out to the agreed
specification.

(5) CRESCENT HOUSE, QUEENS CRESCENT, SOUTHSEA, PORTSMOUTH :
Grade II. Circa 1850. In a Conservation Area. Two storey
stuccoed villa with some italianate features and other attractive
period detail. (Mrs P Doyle). 565/04.
Strip, felt, rebatten and reslate roof slopes together with renewal
of leadwork and rebedding of salvaged hip and ridge tiles.
Estimated
cost of eligible works £12,126.00 including VAT and fees. I
recommend that a grant of up to £1,213.00 (10%) be offered on
condition that:
(i) unless otherwise agreed with the Conservation
Officer, the slates should be salvaged for reuse
and any deficit made up with good quality
second- hand Welsh slates - selected to match
the existing; and
(ii) all new leadwork should be carried out in
accordance with the latest recommendations of
the Lead Sheet Association.

(6) 29 KENT ROAD, SOUTHSEA, PORTSMOUTH : Grade II. 1835. In a
Conservation Area. Part of early C19 stuccoed terrace of two and
three storeys within the Owens Southsea Conservation Area. (Mr T D
F Clark). 1077/03.
Repair and rebuilding of oriel bay at first floor level on flank
wall. Repairs to brickwork at eaves level on rear elevation.
Estimated cost of eligible works £2,291.75 including VAT and fees.
I recommend that a grant of up to £229.00 (10%) be offered on
condition that:
(i) where joinery components are to be replaced,
they should be exact replicas, using the same
scantlings and mouldings (taken from templates

of the best surviving cleaned examples) as in
the existing work;
(ii) in the repair of windows any old glass should be
carefully salvaged for reuse;
(iii) any original and/or window furniture should be
salvaged for reuse;
(iv) unless otherwise agreed with the Conservation
Officer, new window joinery should be painted to
match the existing using a traditional breathing
paint system;
(v) any mortar used shall match the existing work (a
sample of which will be agreed on site if there
are several types existing) in colour, texture
and detailing, and shall be softer and more
porous than the bricks to be repointed or
bedded; and
(vi) prior to work commencing the extent of
repointing and the mortar mix to be used should
be agreed with the Conservation Officer.

(7) CHURCH OF ST JOHN THE BAPTIST, ALRESFORD : Grade II. C13,
C14 and C17. Parish church, largely rebuilt in 1898 by Sir Arthur
Blomfield. Four-bay nave and aisles, chancel, north and south
chapels and west tower. Perpendicular style. (The Vicar and
Parochial Church Council). 1500/03.
Roof repairs to Lady (north) Chapel. Estimated cost of eligible
works £4,700.00 including VAT and fees. I recommend that a grant
of up to £470.00 (10%) be offered on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing;
(ii) the public will have access to the church either
because it is open at least eight hours a day or
there is a prominently displayed notice in the
porch or other suitable place, stating from
where a key can be obtained;
(iii) that a sign acknowledging grant-aid by the
County is displayed in a prominent position
whilst works of repair are being undertaken
(sign being sent under separate cover);
(iv) the existing tiles should be carefully stripped
off and all sound, reusable tiles set aside.
Any non-matching tiles used in later repairs
should be removed from the roof and not reused.
As many as practical of the original tiles

should be reused, the deficit to be made up with
good second-hand to match (sorted to avoid
patching);
(v) a sample of the tiles to be used and the mortar
mix for rebedding the ridge tiles, etc should be
agreed with the Conservation Officer prior to
works commencing;
(vi) tiles at the undercloak should be of natural
materials;
(vii) if practical, the roof should be counterbattened
to increase ventilation under the tiles;
(viii) non-hydraulic lime to be used;
(ix) all new leadwork should be carried out in
accordance with the latest recommendations of
the Lead Sheet Association;
(x) decking should be of sawn softwood treated
boards (lightly planed) with butt joints;
(xi) the lead should be laid on a Geotextile
underfelt;
(xii) sacrificial lead strips are to be fitted (cut
from the old lead); and
(xiii) valley to be minimum Code 6 lead.

BASINGSTOKE AND DEANE
(8) SUMMERSTEAD FARMHOUSE, MILL LANE, HARTLEY WESPALL : Grade
II. C17 and C18. Two storey farmhouse. Tiled roof, timber framed
walls and brick infill panels. (Mrs M G Thomas). 2282/01.
Emergency repairs to the roof to render it wind and weathertight,
including overhauling the tiling and leadwork and the reinstatement
of the rainwater disposal system. This building is included on the
"buildings at risk register". Estimated cost of eligible works
£4,789.00 including VAT and fees. I recommend that a grant of up
to £958.00 (20%) be offered on condition that:
(i) all works be carried out to the agreed
specification.

(9) BARN AT THREE LEGGED CROSS, CRUX EASTON : Unlisted but
within the curtilage of a listed building. C18. Timber framed
barn with corrugated iron roof and weatherboarded walls. (Mrs C
Berry). 14402/01.
Repairs to the timber frame, replacement of weather boarding, new
timber doors. Estimated cost of eligible works £24,087.50
including VAT and fees. I recommend that a grant of up to
£4,818.00 (20%) be offered on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing.

(10) THREE LEGGED CROSS, CRUX EASTON : Grade II. Mainly C18.
With earlier elements at the rear. Two storey house with slated
roof and stucco walls. (Mrs C Berry). 3257/01.
Repairs to window joinery and some remedial works relating to a
damp problem. Estimated cost of eligible works £12,278.75
including VAT and fees. I recommend that a grant of up to
£1,228.00 (10%) be offered on condition that:
(i) all works be carried out to the agreed
specification.

(11) CHURCH OF ST MICHAEL, CHURCH SQUARE, BASINGSTOKE : Grade I.
C14, C15, C16 and 1920. Medieval parish church. Flint walls with
stone dressings to east end. Nave is of stone ashlar under a tiled
roof. Large tower at west end. (The Vicar and Parochial Church
Council). 70/06.
Repairs to lead and copper sections of roof coverings. Repair of
high level rainwater disposal system and associated stonework.
Estimated cost of eligible works £9,470.00 including VAT and fees.
I recommend that a grant of up to £947.00 (10%) be offered on
condition that:
(i) all works be carried out to the agreed
specification; and
(ii) the public will have access to the church either
because it is open at least eight hours a day or
there is a prominently displayed notice in the
porch or other suitable place, stating from
where a key can be obtained.

(12) MALTHOUSE COTTAGE, POUND GREEN, RAMSDELL, BAUGHURST : Grade
II. Late C18 and C19. Two storey range with tiled roofs and brick

Replacement of a door at the rear. Estimated cost of eligible
works £558.60 including VAT and fees. I recommend that a grant of
up to £56.00 (10%) be offered on condition that:
(i) the exact design of the door is agreed with the
Conservation Officer.

(13) BARN AT FOLLY FARM, FOLLY LANE, BRAMLEY : Unlisted but
considered to be of listable quality. C18. Timber framed barn
with weatherboarded walls. (Ms N Barrass). 14405/01.
Retiling of the roof and repairs to the guttering system.
Estimated cost of eligible works £11,536.16 including VAT and fees.
I recommend that a grant of up to £2,307.00 (20%) be offered on
condition that:
(i) all works be carried out to the agreed
specification.

(14) CHURCH OF THE ASCENSION, BURGHCLERE : Grade II. C19.
1838, enlarged 1875. Parish church built to serve 'new village'
location. Walls of knapped flint with stone dressings, slate roof.
West tower of three stages with large corner buttresses. (The
Vicar and Parochial Church Council). 132/04.
Major repairs to stonework, particularly of west tower. Repointing
of areas of flintwork to nave. Repairs to rainwater goods.
Estimated cost of eligible works £34,000.00 including VAT and fees.
I recommend that a grant of up to £3,400.00 (10%) be offered on
condition that:
(i) all works be carried out to an agreed
specification, subject to agreement on (1) type
of replacement stone to be used, (2) areas of
stone to be cut out and (3) mortar mix for
bedding and repointing; and
(ii) the public will have access to the church either
because it is open at least eight hours a day or there is a
prominently displayed notice in the porch or other suitable
place, stating from where a key can be obtained.

(15) CHURCH OF ALL SAINTS, OLD BURGHCLERE, BURGHCLERE : Grade I.
1100 to C17, restored 1861. Parish church of deserted medieval
village of Old Burghclere. Declared redundant about 20 years ago
and now in the care of a group of local trustees who have managed
to keep up with basic maintenance. (Trustees of All Saints Church,
Old Burghclere). 934/10.

The building now requires major repair works to be undertaken
during the next four years. The trustees are to launch an appeal
and are contacting other grant-giving bodies. Urgent works are now
required to all roof slopes and rainwater goods at a cost of £5,546
including VAT to prevent further deterioration whilst funds are
being raised. Estimated cost of eligible works £5,546.00 including
VAT and fees. I recommend that a grant of up to £2,773.00 (50%) be
offered towards the urgent works on condition that:
(i) all works be carried out to an agreed
specification.

(16) CHURCH OF ALL SAINTS, OLD BURGHCLERE, BURGHCLERE : Grade I.
1100 to C17, restored 1861. Parish church of deserted medieval
village of Old Burghclere. Declared redundant about 20 years ago
and now in the care of a group of local trustees who have managed
to keep up with basic maintenance. (Trustees of All Saints Church,
Old Burghclere). 934/11.
The building now requires major repair works to be undertaken
during the next few years. The trustees are to launch an appeal
and are contacting other fund-giving bodies. Phase I to include
repairs to the tower, stripping and retiling the nave roof and
replacement and repair of copings and grouting cracks at west end.
Estimated cost of eligible works £34,450.00 including VAT and fees.
I recommend that a grant of up to £6,890.00 ( 20%) be offered on
condition that:
(i) all works be carried out to an agreed
specification.

(17) CHURCH OF ST MARY, THE STREET, OLD BASING : Grade I.
Medieval and C16 and C17. Parish church of medieval origins with
C16 and C17 early brickwork additions. Tiled roofs. Good quality
interiors. (The Vicar and Parochial Church Council). 413/08.
Phase III: Repairs to internal structure of nave, aisles and
chancel. Repairs to wall surfaces and historic finishes. These
works are a continuation of a programme started three years ago.
Estimated cost of eligible works £60,000.00 including VAT and fees.
I recommend that a grant of up to £6,000.00 (10%) be offered on
condition that:
(i) all works be carried out to the agreed
specification; and
(ii) the public will have access to the church either
because it is open at least eight hours a day or
there is a prominently displayed notice in the
porch or other suitable place, stating from
where a key can be obtained.

(18) BYLANDS COTTAGE, BYLANDS LANE, STRATFIELD TURGIS : Grade
II. Early C18. Timber framed cottage with early C19 and C20
extensions. Clay tile roof and decorative bargeboards. (Mr S J
Hall). 595/02.
Repairs to brickwork and window joinery. Formation of a French
drain to alleviate a damp problem. Estimated cost of eligible
works £2,150.00 including VAT and fees. I recommend that a grant
of up to £215.00 (10%) be offered on condition that:
(i) all works be carried out to the agreed
specification.

(19) OUTBUILDINGS AT SUMMERSTEAD FARM, HARTLEY WESPALL :
Unlisted group of C19 farm buildings within the curtilage of a
listed farmhouse and barn. Brick walls and slate roofs. (Mrs M G

Emergency repairs to the roofs to render them wind and
weathertight. Overhauling the rain water disposal system.
Estimated cost of eligible works £3,464.47 including VAT and fees.
I recommend that a grant of up to £692.00 (20%) be offered on
condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing.

(20) BARN AT SUMMERSTEAD FARMHOUSE, HARTLEY WESPALL : Grade II.
Early C19. Five-bay timber framed barn. Tiled roof and
weatherboarded walls. (Mrs M G Thomas). 2283/01.
Emergency repairs to render the building wind and weathertight,
including some retiling, overhauling of the rainwater disposal
system and some repointing of the plinth. Estimated cost of
eligible works £4,704.70 including VAT and fees. I recommend that
a grant of up to £941.00 (20%) be offered on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing.

(21) CHURCH OF ST MARTIN, CHURCH LANE, ELLISFIELD : Grade II.
C13. Parish church, restored in 1870. The tower was added in 1884.
Tiled roof, flint walling, with stone dressings. Nave and chancel,
south porch. (The Vicar and Parochial Church Council). 1656/02.

Releading of the roof to the tower; stonework repairs; creation of
a French drain to relieve the rising damp problem. Estimated cost
of eligible works £15,863.00 including VAT and fees. I recommend
that a grant of up to £1,586.00 (10%) be offered on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing; and
(ii) the public will have access to the church either
because it is open at least eight hours a day or
there is a prominently displayed notice in the
porch or other suitable place, stating from
where a key can be obtained.

(22) WIND PUMP AND WELL HOUSE, CRUX EASTON : Grade II. C19.
The wind pump was constructed by John Wallis Titt and is of cast
iron on a steel tower. The British Museum considers the pump to be
of great importance. (Southampton University Industrial
Archaeology Group c/o J Christmas). 12592/02.
The Southampton University Industrial Archaeology Group is
coordinating the emergency repairs to the wind pump which will
prevent its collapse. It is recommended that a grant of 50 percent
be offered to match the grant offered by Basingstoke and Deane
Borough Council. Estimated cost of eligible works £1,175.00
including VAT and fees. I recommend that a grant of up to £588.00
(50%) be offered on condition that:
(i) all works be carried out to the agreed
specification.

(23) PEMBROKE COTTAGE, HARTLEY LANE, HARTLEY WESPALL : Grade II.
Late C14. Cruck framed cottage. Thatched roof. Brick infill
panels. (Trustees of the Wellington Estate). 2277/01.
Rethatching of the roof. The method of rethatching proposed is not
the traditional longstraw technique, therefore I do not recommend
that a grant be offered in this instance.

EAST HAMPSHIRE
(24) METHODIST CHURCH, STATION ROAD, PETERSFIELD : Unlisted but
within the Conservation Area. Late C19. Church of flint and brick
with stone dressings. An important building within the street
scene. (Petersfield Methodist Church). 14111/02.
A grant towards the costs of the repairs to the tower has already
been offered. The works are now complete but it was found that
more extensive structural works were necessary. The additional
works were agreed in advance with the Conservation Officer.

I recommend that a top-up grant of up to £1,314.00 (10%) be
offered.

(25) UNITED REFORMED CHURCH, COLLEGE STREET, PETERSFIELD :
Unlisted, but within the Conservation Area. Late C19 church. An
important building in the street scene. Stone and brick with
slated roof. (United Reformed Church (Wessex) Trust Ltd).

Repairs to the stonework and glazing of the windows. Estimated
cost of eligible works £14,800.00 including VAT and fees. I
recommend that a grant of up to £1,480.00 (10%) be offered on
condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing; and
(ii) the public will have access to the church either
because it is open at least eight hours a day or
there is a prominently displayed notice in the
porch or other suitable place, stating from
where a key can be obtained.

(26) ROTHERFIELD PARK, EAST TISTED : Grade I. C18 and C19.
Country mansion by Joseph Parkinson with alterations and extensions
of mid to late C19. (Sir James Scott Bt). 195/09.
Phase VI: Completion of rolling programme of repairs to roof
covings and lead gutters. Repairs to roof structure, floor
structures, window joinery and removal of decayed plates built into
walls. Estimated cost of eligible works £51,300.00 including VAT
and fees. I recommend that a grant of up to £5,130.00 (10%) be
offered on condition that:
(i) all works be carried out to the agreed
specification.

GOSPORT
(27) 1 HIGH STREET, GOSPORT : Grade II. C18. Town house in dark
vitrified header bond brickwork with red dressings. Last used as
offices and shop; to be restored with a reconstruction of the
original ground floor facade. (Hampshire Buildings Preservation
Trust). 2035/03.
The Trust is undertaking extensive repairs to this very prominent
building. Phase II involves the repair and reconstruction of the
interior including floors, ceilings and the C18 staircase.
Estimated

cost of eligible works £43,000.00 including VAT and fees. I
recommend that a grant of up to £8,600.00 (20%) be offered on
condition that:
(i) all works be carried out to the agreed
specification.

(28) 89 STOKE ROAD, GOSPORT : Unlisted but in a Conservation
Area. Early C19. Three storey slate and part-rendered
shop/residential property in terraced form. Whilst not listed the
building makes an important contribution to the street scene. (Mr A
L Mason). 14411/01.
Strip, felt and rebatten. Reslating with good second-hand slates
together with associated leadwork. Estimated cost of eligible
works £5,170.00 including VAT and fees. I recommend that a grant
of up to £517.00 (10%) be offered on condition that:
(i) the roof structure should be reconstructed to
match the existing, any redetailing should be
agreed with the Conservation Officer prior to
works commencing;
(ii) unless otherwise agreed with the Conservation
Officer the slates should be salvaged for reuse
and any deficit made up with good quality second
hand welsh slates - selected to match the
existing; and
(iii) replacement rainwater goods should be in cast
iron -the internal surfaces (only) of the
gutters to be painted with bitumen paint after
fitting.

(29) THE GYPSY QUEEN (PUBLIC HOUSE), WHITWORTH ROAD, GOSPORT :
Unlisted. Early C19. Whilst presently unlisted this building is
of listable quality and makes an important contribution to the
street scene. Three storey public house designed by the Architect
A E Lobswell. One of a number of designs commissioned by
Brickwoods Brewery and located throughout Portsmouth and Gosport.
(Discovery Inns). 14410/01.
External repair works including window repairs/replacement, work to
rendering and repairs/replacement work to decorative features
including bargeboards and painted half timbering. Estimated cost
of eligible works £25,000.00 including VAT and fees. I recommend
that a grant of up to £2,500.00 (10%) be offered on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing;

(ii) where joinery components are to be replaced,
they should be exact replicas, using the same
scantlings and mouldings (taken from templates
of the best surviving cleaned examples) as in
the existing work;
(iii) all softwood used in this project should be
either pre-treated or treated with preservative
on site to a thirty year guarantee standard.
The preservative should be of an environmentally
safe type, i.e. "bat friendly", and of a non-
flammable type; and
(iv) any original and/or window furniture should be
salvaged for reuse.

(30) LORDS AND LADIES, PILCOT : Grade II. C17. With later
additions. House, single storey with attic. Timber framed with
brick infilling, tiled roof, casement windows. (Mr and Mrs J
Robson). 3786/01.

£10,098.00 including VAT and fees. I recommend that a grant of up
to £1,010.00 (10%) be offered on condition that:
(i) all works be carried out to the agreed
specification.

(31) BOUNDARY WALL TO 140 HIGH STREET, ODIHAM : Grade II. Red
brick. An important part of the Conservation Area Townscape. (Mrs
L E Mackintosh-Walker). 4305/01.

repaired to provide a roost for bats and owls, and an
interpretation centre. Funds are being raised by a group of local
volunteers for this work. Now that the work has commenced and
access scaffold is in place, extra works have been found to be
necessary including the replacement of more timber work and further
repairs to the brickwork. Estimated cost of eligible works
£6,000.00 including VAT and fees. I recommend that a top-up grant
of up to £1,500.00 (25%) be offered on condition that:

of the specialist timber treatment following the receipt of
tenders. The original offer was based on a budget cost. Estimated
cost of eligible works £2,842.38 including VAT and fees. I
recommend that a top-up grant of up to £568.00 (20%) be offered on
condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing;
(ii) the public will have access to the church either
because it is open at least eight hours a day or
there is a prominently displayed notice in the
porch or other suitable place, stating from

roof, treatment of tower timbers and creation of drainage trench
along south wall. Estimated cost of eligible works £5,058.00
including VAT and fees. I recommend that a grant of up to £506.00
(10%) be offered on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing;
(ii) the public will have access to the church either
because it is open at least eight hours a day or
there is a prominently displayed notice in the
porch or other suitable place, stating from
where a key can be obtained;

(iii) a sign acknowledging grant-aid by the County is
displayed in a prominent position whilst works
of repair are being undertaken (sign being sent
under separate cover);
(iv) any spalled, eroded or cracked bricks shall be
carefully cut out taking care not to damage
surrounding work, and replacement bricks shall
match the existing in size, colour and texture
as closely as possible; second-hand bricks may
be used if sound and clean. The size of joints
and bond of brickwork must be carefully
repeated, as should any patterning;
(v) prior to work commencing the extent of
repointing and the mortar mix to be used should
be agreed with the Conservation Officer;
(vi) all joints to be repointed shall be raked out to
a minimum depth of 25 millimetres (and never
less than the width of the joint). No
mechanical cutting device shall be used to rake
out the joints; and
(vii) all new leadwork should be carried out in
accordance with the latest recommendations of
the Lead Sheet Association.

increased costs of the works. These were due to a late decision to
carry out the repairs in situ, rather than dismantle the bridge and

to the wet winter. English Heritage has agreed the extra costs

Retiling of plain tile roofs and re-laying of central lead-lined
valley gutter. Estimated cost of eligible works £9,334.72
including VAT and fees. I recommend that a grant of up to £933.00
(10%) be offered on condition that:
(i) all works to be carried out to a specification
agreed with the Conservation Officer prior to
works commencing;

(ii) the existing tiles should be carefully stripped
off and all sound reusable tiles set aside. Any
non-matching tiles used in later repairs should
be removed from the roof and not reused. As
many as practical of the original tiles should
be reused, the deficit to be made up with good
second-hand to match (sorted to avoid patching);
(iii) a sample of the tiles to be used and the mortar
mix for rebedding the ridge tiles, etc should be
agreed with the Conservation Officer prior to
works commencing;
(iv) tiles at the undercloak should be of natural
materials;
(v) if practical, the roof should be counterbattened
to increase ventilation under the tiles;
(vi) a discreet ventilation system for both the roof
space and under the tiles should be agreed with
the Conservation Officer;
(vii) all new leadwork should be carried out in
accordance with the latest recommendations of
the Lead Sheet Association;
(viii) decking should be of sawn softwood treated
boards (lightly planed) with butt joints;
(ix) the lead should be laid on a Geotextile
underfelt; and
(x) sacrificial lead strips are to be fitted (cut
from the old lead).

Rethatching in longstraw. Estimated cost of eligible works
£14,863.75 including VAT and fees. I recommend that a grant of up

should be executed entirely in longstraw in
accordance with the "Wilts and Hants Minimum
Specification 1992" as issued by the local
Association of Master Thatchers;

in style (unless otherwise agreed with the
Conservation Officer);
(iv) all joints between thatching and brickwork or
similar materials (e.g. at the base of chimney
stacks) should be adequately protected by
flashings of minimum Code 5 lead chased into the
other material with generous overlap onto thatch
to allow for some redressing as thatch settles;
(v) whilst the rethatching is in progress the
opportunity should be taken to repoint the
chimney stack where necessary (to diminish the
risk of fire); and
(vi) mortar mix for any chimney repairs to be agreed
with the Conservation Officer.
