CONTINUATION OF INFILLING AT NORTHNEY HOLIDAY CENTRE, HAYLING ISLAND
(APPLICATION NO. 89/53427)
REPORT OF THE COUNTY PLANNING OFFICER
1. In February 1987 temporary planning permission was granted for
the infilling of an old sunken football pitch at the disused Northney
Holiday Centre, Hayling Island. That consent expired on 31st August
1988. An application has now been made for permission to continue
infilling the site, shown on the attached plan, which comprises the
old football pitch and an additional area of land to the south which
has been partially infilled without planning permission.
2. The site lies within the Chichester Harbour Site of Special
Scientific Interest and Area of Outstanding Natural Beauty.
3. The applicant proposes to import an estimated 1,000 cubic metres
of soil to the 2 hectare site to complete filling to levels congruent
with the southern boundary and then to restore the site to amenity
grassland. He estimates that this will generate about 200 lorry
movements and will take about 6 months to complete.
Consultations
4. The Nature Conservancy Council, Chichester Harbour Conservancy,
Havant Borough Council's Environmental Health Officer, Southern
Water and the County Surveyor (Waste Disposal) have no objections to
the application. The National Rivers Authority and the County
Surveyor have no objection, subject to conditions regarding the type
of waste to be tipped, the duration of tipping and access to the
site.
5. I have received a letter from North East Hayling Residents'
Association objecting to the application on the grounds that the
tipping is unnecessary and that it would result in excessive traffic,
noise and dust nuisance.
Policies
6. The following policies of the recently adopted Waste Management
Plan are particularly relevant to this application:
"Policy 13: The County Council will seek to ensure through the
planning permission and disposal site licensing
procedures that waste disposal developments do not
give rise to unacceptable environmental impact,
pollution risks or danger to public health."

"Policy 14: The County Council will require landfill, land raising
and other temporary waste disposal sites to be
restored to a satisfactory environmental standard and
to a state suitable for an appropriate after-use."
District Council's Comments
7. Havant Borough Council has no objection to the application,
subject to conditions to safeguard the local residents against the
impact of the works and to the permission being limited to a period
of six months.
County Planning Officer's Comments
8. I accept that further tipping on this site will cause some
disturbance to local residents. However, the importation of soil is
necessary to restore the land to some beneficial use and reasonable
appearance. The disturbance caused by the works can be minimised by
conditions regarding the duration and hours of working. I am also
recommending that any planning permission granted is limited to the
tipping of soils and that conditions be imposed concerning access to
the site, highway safety, and the standard of site restoration.
RECOMMENDATION
9. I recommend that Planning Application No. 89/53427 for the
continuation of infilling at Northney Holiday Centre, Hayling Island
be approved subject to the following conditions:
(1) Time Limit (1.2.1) [substitute 1 year]
(2) Development to be carried out in accordance with approved
plans and details (2.1.1) [MTS/HI/2 and the letter dated 2nd
November and the amended site location plan submitted with it.]
(3) The site shall be fully restored in accordance with this
consent within 6 months of the commencement of the tipping
hereby approved.
(4) Time limits to control noise (8.3.33) [delete "This
condition... on the site."]
(5) Access provision (5.4.1) (1) [The existing access to
Northney Lane]
(6) No lorry shall leave the site unless its wheels have been
cleaned sufficiently to prevent mud being carried onto the
highway. Details of the facilities provided for wheel cleaning
shall be submitted to, and approved by, the Local Planning
Authority before tipping commences.
(7) No importation of materials for sorting or storage

(8) No further materials other than clean naturally occurring
earth-spoils shall be tipped at the site.
(9) The site shall be restored to a state suitable for amenity
after-use.
(10) All non-earthspoil waste previously tipped at the site
shall be graded out and covered with a minimum of 0.8 metres
depth of sub-soil which shall be graded in accordance with the
levels hereby approved and ripped using a winged tine
sub-soiler. The sub-soils shall in turn be covered with a
minimum of 0.2 metres even depth of top soil. The quality of
soil shall conform to B.S. 3 882 and soil shall only be spread
when dry and friable.
(11) Unless otherwise agreed in writing by the Local Planning
Authority, upon completion of top-soiling the site shall be sown
with the following grass seed mix:
30% Loretta Perennial Rye Grass;
25% Boreal Creeping red fescue;
40% Checker Chewings fescue; and
5% Highland Browntop (Agrostis).
at the rate of 50g/m2.
