14. MINUTES
The Minutes of the meeting of the Sub-Committee held on 18 February
2000 were confirmed as a correct record and signed by the Chairman.
15. SUSPENSION OF STANDING ORDERS
RESOLVED:
That Standing Order 16 be suspended to allow Mr Pinder, Trustee of
the Hovercraft Museum Trust, to address the Sub-Committee on the
Feasibility Study for the Hovercraft Museum Trust.
16. FEASIBILITY STUDY FOR THE HOVERCRAFT MUSEUM TRUST
Mr Pinder gave a presentation about the Trust, its collection and
aims. He said that the lease of the land at HMS Daedalus, which
currently housed the collection, would expire at the beginning of
June and that there was little hope of the Ministry of Defence
renewing it, which would result in the collection having to be
dismantled. The Chief Executive presented a report highlighting the
main findings of a feasibility study undertaken to establish a
hovercraft museum and questioning some of the assumptions made in the
study (Item 5 in the Minute Book). Members noted the recommendation
from the Economic Prosperity Sub-Committee that moral support should
be given to the Trust for the housing of the collection. Members
were keen to see the key parts of the collection to remain intact and
to this end they wished to assist the Trust in making representations
to the Ministry of Defence for an extension of the current lease and
for County Council officers to work with the Trust in an effort to
secure an undercover site for the collection - the former Husband
Shipyard at Marchwood in conjunction with the British Motor Power
Boat Trust was mentioned as a possibility.
Members were also keen to open up meaningful dialogue with the
Ministry of Defence with a view to maximising their assets for
historical and museological collection.

RESOLVED:
That:
(a) The County Council congratulates the Hovercraft Museum Trust on
all that it has achieved and encourages the Trust to conserve the key
parts of the collection in one location with an appropriate degree of
public access.
(b) The County Council does not believe that a museum, based on the
assumptions made in the feasibility study, has been demonstrated to
be viable.
(c) The Hovercraft Museum Trust be encouraged to consider cheaper
alternatives to a museum and be prepared to be flexible in its
approach to finding a secure undercover site for the collection as
soon as possible; to this end Hampshire County Council officers will
work with the Trust and the Ministry of Defence.
(d) Representations be made to all Hampshire MPs with a view to
opening up a meaningful dialogue with the Ministry of Defence with a
view to maximising their assets for historical and museological
collections.
17. REVIEW OF IMPLICATIONS OF CLIMATE CHANGE ON THE COUNTY COUNCIL'S
COASTAL LAND
The County Planning Officer presented a report reviewing the
implications of climate change on coastal land owned by the County
Council (Item 2 in the Minute Book). He stressed the importance of
working closely with the Environment Agency. Because many of the
County Council's coastal landholdings were for recreation or
conservation purposes and as a result not eligible for grant aid,
funding would be required to protect this land in the long term. Any
protection work would have to be done sympathetically as various
sites were within or close to sites of international importance for
nature conservation.
Details were given for the planned site visit to the east Solent
coastline on 11 July and Members requested that a similar visit to
sites on the west Solent coastline be also arranged.
RESOLVED:
That:
(a) the brief for the review of implications of climate change on
the County Council's coastal land be approved;
(b) the arrangements for the Sub-Committee's visit to vulnerable
sections of the east Solent coastline be endorsed.

(c) arrangements be made for the Sub-Committee to visit vulnerable
sections of the west Solent coastline.
18. RESOURCES FOR COASTAL WORK
The County Planning Officer presented a report on the County
Council's involvement in coastal projects and initiatives (Item 3 in
the Minute Book). He outlined strategies, policies and environmental
improvements that had developed since the mid 1980's. There was a
need to increase involvement in coastal planning and management in
order to influence current and emerging initiatives, many of which
were of strategic importance. To this end he proposed that a
dedicated role of coastal manager be established to have overall
responsibility for managing the strategic planning needs of the
County Council concerning coastal issues.
RESOLVED:
That:
(a) the range of current and emerging coastal projects and
initiatives be noted and the need for the County Council's
involvement be endorsed.
(b) it be a RECOMMENDATION to the Personnel Sub-Committee that the
redefined post of Coastal Manager be approved in principle and
subjected to the normal job evaluation.
(c) the County Planning Officer be requested to attend meetings of
the Local Government Association Special Interest Group on coastal
issues with the Member representative.
19. ROYAL ARMY CHAPLAINS' MUSEUM, AMPORT
The Chief Executive and the Director of the County Museums Service
presented a report describing the proposal to set up an Army
Chaplains' Museum at Amport, outlining the help the County Council
could provide and recommending a grant of £5,000 towards the costs
involved (Item 4 in the Minute Book).
RESOLVED:
That the County Council supports the establishment of the Royal Army
Chaplains' Museum at Amport House, Amport by providing:
(a) promotional advice and support;
(b) professional support to the curator;
(c)

a one-off grant of £5,000 on the condition that the Museum opens over
two weekends a year to the public, one of which should be a bank
holiday weekend.
20. WINCHESTER FESTIVAL - MUSIC EVENTS FUNDING
The Chief Executive presented a report on the request from the Music
at Winchester Trust for support for music events at Winchester
Festival 2001 (Item 6 in the Minute Book). He said that, in
consultation with the Chairman, a grant of £1,732 had been awarded to
the Trust for a Special Needs School Project and requested
endorsement for this.
RESOLVED:
That:
(a) the action of the Chief Executive, in consultation with the
Chairman in awarding a grant of £1,732 to Music at Winchester Trust
in respect of a Special Needs School Project be endorsed.
(b) subject to satisfactory details of costings, programme proposals
etc., a grant of £15,000 be made to the Music at Winchester Trust in
respect of musical events at the Winchester Festival, 2001.
21. FINANCIAL ASSISTANCE TO VOLUNTARY ORGANISATIONS AND OTHER BODIES
The Chief Executive presented a report concerning requests received
from voluntary organisations and other bodies for financial
assistance (Item 7 in the Minute Book).

That:

development projects (Item 8 in the Minute Book).

Services presented a report on the current position of County Council
building projects that were being developed with a potential of
bidding for National Lottery funding (Item 9 in the Minute Book).
RESOLVED:
That the current position on lottery schemes be noted.
24. EVELYN MACE SCHOLARSHIP
The Chief Executive presented a report concerning the establishment
of the Mace Educational Trust which included a provision for drama
scholarships (Item 10 in the Minute Book).
RESOLVED:
That:
(a) the establishment of the Mace Educational Trust and the receipt
of funds from the estates of Mrs Mace be noted and the priorities
agreed by the Charities Panel be endorsed.
(b) agreement be given to two Evelyn Mace Scholarships and two
Evelyn Mace Drama Scholarships being awarded, each of £500, for the
financial year 2000/2001.
(c) the policies and application forms for the Evelyn Mace
Scholarships and Evelyn Mace Drama Scholarships, as detailed in the
appendices to the Chief Executive's report, be approved.
25. EGGAR'S GRAMMAR SCHOOL FOUNDATION
The Chief Executive presented a report advising members that the
Charity Commission had now agreed to seal the original draft scheme
(Item 11 in the Minute Book).
RESOLVED:
That the current position be noted.
26. PORTAL PRIZE FUND - APPLICATIONS
The Chief Executive presented a report on applications for awards
from the Portal Prize Fund which was established to encourage
Hampshire students to develop a wider knowledge of Commonwealth
countries (Item 12 in the Minute Book).
