RECOMMENDATIONS:
1. That the Feasibility and Building Design Project Appraisal for
Southampton, Sholing First School, extension and adaptation be
approved.
2. That it be a recommendation to the Policy and Resources
Committee of the Council,
"That the scheme for the extension and adaptation of Sholing
First School, Southampton be added to the approved Capital
Programme of the Education Committee as a named major scheme,
and that an appropriate reduction be made to the block
allocation for minor works."

BETWEEN CURRENT ESTIMATE OF COST AND THAT GIVEN AT FEASIBILITY
PROJECT APPRAISAL STAGE

3. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
There are three schools that share the same site, these being
Sholing First School, Sholing Girls Secondary School, and the
former Sholing Middle School now used as the Sholing Centre. A
new Sholding Middle School was completed some 10 years ago on a
different site.
The former Middle School has been used for other purposes
including the use of the dining facilities for the children of
the First School.
The proposed work in the First School will provide a two
classroom extension, with a servery for meals and internal
toilets in the First School building, thus allowing the former
Middle School to be vacated by the First School.
A second phase is currently under consideration to adapt the
former Middle School building for use by Sholing Girls
Secondary School. This would enable the number of temporary
buildings on the site to be significantly reduced.

4. DETAILS OF SITE
LOCATION
Sholing First School is located in Middle Road, Sholing,
Southampton
ADJOINING LAND AND BUILDINGS
The Sholing First School occupies part of the site which
includes the former Sholing Middle School, now used as the
Sholing Centre (Further Education), to the North and the
Sholing Girls Secondary School to the South. The site is
bounded to the East by Middle Road, and to the West by
residential properties.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The Sholing First School site covers 0.45 hectares (1.1 acres)
of the total site area of 2.8 hectares (6.84 acres).
PLANNING POSITION
A Regulation 4(1) Planning consultation has recently been
submitted.
SUITABILITY FOR PROJECT
The project is based on the continued use of the existing
school which is very suitable for adaptation and extension.
RESULTS OF TRIAL BORE HOLES
Trial holes will shortly be excavated to ascertain the ground
structure, though favourable conditions are expected.
ACCESS
The existing point of access from Heath Road, to the North of
the site, will remain unaltered.

COMMENTS ON SITE LAYOUT
The buildings on site have been constructed in a tight
configuration and include Sholing Girls Secondary School,
Sholing First School, and Sholing Centre (Further Education).
Large areas are tarmac covered, and the available area for
extensions is constrained due to the disposition of buildings.
MAINS SERVICES POSITION
All mains services are available on the site.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with
established County Council standards.
LANDSCAPE PROPOSALS
Soft Landscaping
Some landscaping work has already been carried out to the rear
of the school. There is very little scope for other than small
areas of shrub planting in the vicinity of the new extension,
due to the proximity of other buildings. It is anticipated
that further soft landscaping will take place after the
removal of the existing temporary building, and this work will
form part of the proposed contract.
Hard Landscaping
The school already has a large amount of tarmac and paved
areas. It is anticipated that the overall appearance will be
softened using planting and grassed areas, when funds allow in
the future, but this will not form part of the current project.

5. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The project is the first stage of a site development plan.
This stage will provide internal toilets, improve the teaching
areas and include arrangements for dining within the First
School.
The new facilities provided are:-

PLACES PROVIDED
There will be no change in the number of places provided.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The existing school building, built in 1911 is very attractive,
both internally and externally. No permanent buildings will be
redundant on completion of this project.
TEMPORARY BUILDINGS
There is only one temporary building still remaining for the
use of this school. It was originally a two storey unit, since
reduced to single storey due to its condition. On completion
of this project, the temporary building will be removed.

SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extension will link well with the existing single storey
wings of the building, and will be designed to blend with them.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The extension will be constructed of brick external walls to
match the existing, with a slightly pitched high performance
felt roof over.
HEATING AND VENTILATION SYSTEMS
Heating by low pressure hot water radiator system gas fired,
extended from the existing system. Ventilation will be mainly
by natural means, with mechanical ventilation to toilets.
ENERGY EFFICIENCY OF BUILDING
The maximum Annual Energy Consumption for a building of this
size and use based on the Department of Education and Science
Model is 230 kwh/m PEU.
The estimated Annual Energy Consumption for this building is
230 kwh/m PEU.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
The proposals are the first stage of a development plan to
increase the quality of facilities provided for pupils and
staff.
CAR PARKING
The existing provision of 10 car parking spaces will remain
unaltered.
CONSULTATIONS
The following have been consulted during the development of the
design:-

Head Teacher
Governors of the School
Consultations with Catering Adviser, Fire Officer and the local
Planning Authority will take place shortly.

6. THE BUILDING - DEVELOPMENT OPTIONS
The long-term development plan includes for further internal
toilets, reorganisation of the circulation and improvement of
other teaching areas. On final completion of the development
plan, the site will be landscaped.
7. BUILDING MANAGEMENT
CLEANING
Existing arrangements will continue.
CATERING
Existing arrangements will continue.
8. FURNITURE AND EQUIPMENT
Provision for furniture and equipment is included in the Block
Vote within the Education Committee's Capital Programme.
9. MANPOWER
Manpower levels will not be affected.
