1.   MINUTES (Copy herewith)
 
     To confirm the Minutes of the meeting held on 23rd January,
     1990.
 
2.   BUDGET STRATEGY 1990/91 - DISTRIBUTION OF RESOURCES (Report
     herewith)
 
     To consider a report of the County Education Officer on
     proposals for the distribution of resources released in 1990/91
     as a consequence of the budget strategy for redirecting
     resources to the delegated budgets of schools and colleges.
 
3.   MONITORING OF THE 1989/90 BUDGET (Report herewith)
 
     To consider a joint report of the County Education Officer and
     County Treasurer on the major variations to the 1989/90 revenue
     budget which have been identified since the revised budget was
     prepared in October, 1989.
 
4.   LOCAL MANAGEMENT OF SCHOOLS (Report herewith)
 
     To consider a report of the County Education Officer on the
     approval by the Secretary of State for Education and Science of
     the County Council's Scheme for the Local Management of Schools.
 
5.   SCHEME OF DELEGATION AND NEW ARTICLES OF GOVERNMENT FOR FURTHER
     EDUCATION COLLEGES (Report herewith)
 
     To consider a report of the County Education Officer on the
     approval by the Secretary of State for Education and Science of
 
     the Scheme of Delegation and new Articles of Government for
     further education colleges.
 
6.   MANAGEMENT OF EDUCATION CAPITAL RESOURCES (Report herewith)
 
     To consider a report of the County Education Officer on measures
     to be pursued in the management of the Education Committee's
     capital programme to ensure that the best use is made of
     available resources to meet the strategic needs of the education
     service.
 
7.   ADAPTATIONS TO SCHOOL AND COLLEGE PREMISES TO PROVIDE ACCESS FOR
     DISABLED PUPILS AND STUDENTS (Report herewith)
 
     To consider a report of the County Education Officer on the
     adoption of priorities for adaptations to school and college
     buildings to allow access for disabled people.
 
8.   COMMUNITY AND OTHER USES OF SCHOOL PREMISES - FINANCIAL AND
     OTHER ARRANGEMENTS (Report herewith)
 
     To consider a report of the County Education Officer on the
     arrangements to be made to support the contract principle for
     community and other uses of school premises, including proposals
     for funding those activities in both the short term and the
     longer term following the full implementation of Local
     Management of Schools.
 
9.   COMPLAINT OF MALADMINISTRATION (Report herewith)
 
     To consider a report of the County Chief Executive on the
     outcome of the investigation by the Ombudsman into a complaint
     against the County Council relating to the administration of an
     application for a further education award.
 
10.  ARTICLED AND LICENSED TEACHERS  (Report herewith)
 
     To consider a report of the County Education Officer on the
     County Council's participation in the pilot scheme for the
     employment of Articled Teachers, and on discussions for the
     introduction of a Licensed Teachers' scheme, as part of the
     overall strategy for the recruitment and retention of teaching
     staff.
 
11.  SCHOOL TEACHERS' PAY AND CONDITIONS : 1990 PAY REVIEW (Report
     herewith)
 
     To receive a report of the County Education Officer on the
     implementation of the 1990 pay review for teachers announced by
     the Secretary of State for Education and Science in the light of
     the recommendations of the Interim Advisory Committee.
