123 MINUTES
The Minutes of the meeting held on 3rd October, 1988 were
approved as a correct record and signed by the Chairman.
124 SITE VISITS
The Sub-Committee considered a report (Item 2 in the Minute
Book) on site visits.
(A) EXTRACTION OF HOGGIN AND BACKFILLING WITH IMPORTED WASTE
MATERIALS AT ABBEY FRUIT FARM, WOOLSTON ROAD, HOUND
(27350/1)
The Vice-Chairman reported that the Plans Advisory Panel
had expressed approval of the proposal in principle at the
site visit but had requested the County Surveyor to report
further to them on the highway and access implications.
The County Surveyor had subsequently advised that the
proposal would bring about a slight increase in traffic on
Woolston Road over and above the likely 1990 traffic flow
inclusive of Westward traffic (i.e. generated by the site
being currently worked) and that there was no more suitable
position for the access other than that currently proposed.
A majority of the Panel had then expressed opposition on
account of the access and traffic which would be generated.
RESOLVED:
(i) That planning permission in respect of application
27350/1 be refused on the grounds of inadequate access
and the traffic which would be generated.
(ii) That the Secretary of State be requested to hold a
public local inquiry if an appeal is made against the
refusal of planning permission.

(B) PROPOSED SAND AND GRAVEL EXTRACTION, RUNFOLD FARM, BADSHOT
LEA
RESOLVED:
That Surrey County Council be advised (i) that Hampshire
County Council objects to the proposal to extract sand and
gravel at Runfold Farm, Badshot Lea on account of its
impact on the Blackwater River Valley, (ii) that in the
event of permission being granted it should be subject to
the application being amended in the manner and subject to
the provisos set out in the appendix to the report to the
Sub-Committee on 3rd October, 1988 and subject to the
additional provisos that Surrey County Council be satisfied
that the site can be restored satisfactorily at the lower
level to agriculture and that attention be given to the
potential flooding problem.
(C) DEVELOPMENT COMPRISING LANDSCAPING, ACCESS ROAD, NEW
SLIPWAY, NEW CLUB-HOUSE AND BOAT COMPOUND FOR SAILING CLUB,
SITING OF PORTSMOUTH SCHOOLS SAILING CENTRE, PLAYING FIELD
PAVILION AND ASSOCIATED CAR PARKING (CONSULTATION NO.
DA33835/B): EASTERN ROAD, PORTSMOUTH
RESOLVED:
(i) That for the purposes of Regulation 4 of the Town and
Country Planning General Regulations 1976 and 1981
development comprising landscaping, access road, new
slipway, new club-house and boat compound for sailing
club, siting of Portsmouth Schools Sailing Centre,
playing field pavilion and associated car parking
(Consultation No. DA33835/B) Eastern Road, Portsmouth
be authorised subject to the conditions set out in the
County Planning Officer's report to the meeting of the
Sub-Committee on 3rd October, 1988.
(ii) That the Nature Conservancy Council be advised:
(a) That, having regard to the special circumstances
and justification for the proposal and the
compensating benefits in reducing the length of
coastline subject to disturbance as described in
the report, the County Council does not regard
the proposed slipway as creating a precedent for
further development affecting the mudlands of
Langstone and Chichester harbours and would
strongly resist any such contention.
(b) That the County Council confirms its continuing
intention to pursue its policies for the
preservation of the coast and its support for the
objectives of the Nature Conservancy Council in
the preservation of coastal habitats.

125 EXTINGUISHMENT OF HIGHWAY RIGHTS UNDER SECTION 116, HIGHWAYS ACT
1980 - INCREASE IN CHARGES
The Sub-Committee considered a report (Item 3 in the Minute
Book) on charges for extinguishing highway rights.
RESOLVED:
That the County Council's charge for processing
applications for the extinguishment of highway rights be
increased to £700, of which £175 will be non-returnable in the
event of the application not being pursued.
126 OFF-SITE HIGHWAY CONTRIBUTIONS - GOSPORT TOWN CENTRE
REDEVELOPMENT - SAFEWAY SUPERSTORE
The Sub-Committee considered a report (Item 4 in the Minute
Book) on off-site highway contributions.
RESOLVED:
(i) That an Agreement, in such form as the County Secretary may
determine, be entered into with CCL for off-site highway
works to Walpole Road/Stoke Road/Spring Garden Lane/Willis
Road/South Street as required and shown on Mountford Pigott
drawing No. 8617.4 revision A at no cost to the County
Council, to provide satisfactory access to their
development site in Gosport Town Centre, the subject of
planning application No. K13045 (such Agreement may need to
embody the purchase of land under the highway from the
County Council as landower).
(ii) That, subject to the completion of this Agreement, Gosport
Borough Council be informed that the proposal in the
current planning application is acceptable in highway
terms.
(iii) That the road improvement schemes listed in paragraph 5 of
the report submitted to the July meeting be approved and
entered into the capital programme for 1989/90 as
externally funded schemes.
(iv) That the Borough Council be asked to review on-street
parking arrangements for South Street with particular
attention being paid to reinstating car parking on the
northern side layby, adjacent to the precinct.
(v) That the Borough Council be advised that the County Council
notes with concern that the current application K13045
breaches the Gosport Town Centre Plan Policy CE12.
127 TRAFFIC REGULATION ORDERS
The Sub-Committee considered a report (Item 5 in the Minute
Book) on traffic regulation orders.

(A) A2030 EASTERN ROAD/TANGIER ROAD, PORTSMOUTH - NO RIGHT TURN
RESOLVED:
That an Order be made under Section 1 of the Road Traffic
Regulation Act 1984, the effect of which will be to
prohibit all vehicles (except public service vehicles) from
turning right out of Tangier Road into Eastern Road,
Portsmouth.
(B) PROPOSED PSV RESTRICTION, ST. HELENS ROAD, HEDGE END
RESOLVED:
That the County Secretary be asked to arrange for a public
inquiry into the proposed Order to restrict PSVs from using
certain roads in Hedge End.
(C) AUTHORITY TO MAKE ORDERS
THE HAMPSHIRE (RUSHINGTON LANE, TOTTON) (PROHIBITION OF
ENTRY) ORDER 1988
RESOLVED:
That an Order be made under Sections 1, 2 and 3 of the Road
Traffic Regulation Act 1984, the effect of which will be
i. to prohibit all vehicles from entering Rushington
Lane, Totton, from the new distributor road except via
the bus and cycle slip road;
ii. to prohibit all vehicles, except buses and cycles,
from entering the bus and cycle slip road referred to
in (i) above from either the new distributor road or
Rushington Lane.
128 HIGHCLIFFE AND DISTRICT LOCAL PLAN: LORRY ROUTES - NEW MILTON
The Sub-Committee considered a report (Item 6 in the Minute
Book) on the Highcliffe and District Local Plan.
RESOLVED:
That the Plans Advisory Panel meet again with
representatives of New Forest District Council, Dorset County
Council and Christchurch Borough Council on 17th November to
discuss the traffic proposals referred to in the report and that
the Panel be given delegated authority to act on behalf of the
County Council as Highway Authority should a decision be
required on any matter associated with the proposals prior to
the next meeting of the Sub-Committee.

129 PEDESTRIAN CROSSING FACILITIES - TWIGGS LANE/A326 JUNCTION
MARCHWOOD (Copy herewith)
The Sub-Committee considered a report (Item 7 in the Minute
Book) on the Twiggs Lane/A326 junction, Marchwood.
RESOLVED:
(i) That the suggestion that traffic signals be installed at
the existing junction be not pursued.
(ii) That the County Surveyor undertake the design work for a
scheme incorporating realignment of Twiggs Lane and
localised dualling, to be considered for inclusion in the
Capital Programme.
130 WESTERN DISTRIBUTOR ROAD, HEDGE END DEVELOPMENT
The Sub-Committee considered a report (Item 8 in the Minute
Book) on Western Distributor Road, Hedge End development.
RESOLVED:
(i) That the Western Distributor Road at Hedge End, Eastleigh
be included in the 1988/89 Capital Programme as an
externally funded scheme.
(ii) That the payment of the sums required to construct the road
be made from the development contributions available.
131 PROJECT APPRAISALS
The Sub-Committee considered a report (Item 9 in the Minute
Book) on project appraisals.

Minute Book) on "Roughs", Hook Road, Ampfield.

The County Planning Officer reported that Test Valley
Borough Council raised no objection to the proposal.
RESOLVED:
That, subject to no substantial objection from relevant
consultees, planning permission in respect of application TVS
5891 be granted subject to the conditions specified in the
County Planning Officer's report.
133 ERECTION OF OFFICE AND STORE BUILDING AND DEMOLITION OF EXISTING
OFFICES AND STORE AT TITCHFIELD LANE, FUNTLEY NEAR WICKHAM
The Sub-Committee considered a report (Item 11 in the
Minute Book) on Titchfield Lane, Funtley.
RESOLVED:
That, subject to no substantial objection from Winchester
City Council, planning permission in respect of application
W/2380/8 be granted subject to the conditions specified in the
County Planning Officer's report.
134 INFILLING OF DISUSED SANDPITS TO THE REAR OF "SEDBURY", BRANCHES
LANE, SHERFIELD ENGLISH (TVS 3505/1)
The Sub-Committee considered a report (Item 12 in the
Minute Book) on land to the rear of "Sedbury", Sherfield
English.
RESOLVED:
That, subject to no substantial objection from Test Valley
Borough Council, to the applicant entering into an Agreement
that all lorries approach and leave the site from the south via
Branches Lane and the A27 and to the County Recreation Officer
withdrawing his objection, planning permission in respect of
application TVS 3505/1 be granted subject to the conditions
specified in the County Planning Officer's report.
135 REMOVAL OF REMAINING MINERAL DEPOSITS, FOLLOWED BY INFILLING
WITH CONTROLLED WASTE AND RESTORATION TO AGRICULTURAL USE ON
LAND AT WYNFORD FARM, BELBINS, NEAR ROMSEY (5531/1)
The Sub-Committee considered a report (Item 13 the Minute
Book) on land at Wynford Farm, Belbins.
RESOLVED:
That planning permission in respect of application TVS
5531/1 be refused on the grounds specified in the County
Planning Officer's report.

The Sub-Committee considered a report (Item 14 in the
Minute Book) on a disused railway cutting at Viables Industrial
Estate, Basingstoke.
RESOLVED:
That, subject to no substantial objection being raised by
relevant consultees, planning permission in respect of
application BDB 25070 be granted subject to the conditions
specified in the County Planning Officer's report.
137 EXTRACTION OF MINERALS AND BACKFILLING WITH CONTROLLED WASTE AT
SQUABB WOOD, SALISBURY ROAD, NEAR ROMSEY (TVS 5746)
The Sub-Committee considered a report (Item 15 in the
Minute Book) on land at Squabb Wood, near Romsey.
RESOLVED:
That a panel, consisting of the Vice-Chairman and
Councillors Allee, Mrs. Cleaver, Lecky, Lloyd and Rice,
undertake a site visit on 9th December prior to reporting back
to the Sub-Committee.
138 INFILL OF THREE PITS WITH WASTE MATERIALS ON LAND AT ANKERS
FARM, VERNHAM DEAN, ANDOVER (TVS 5287, TVN 5288 AND TVN 5289)
The Sub-Committee considered a report (Item 16 in the
Minute Book) on land at Ankers Farm, Vernham Dean.
RESOLVED:
That, subject to the concurrence of Test Valley Borough
Council, planning permission in respect of applications TVN
5287, TVN 5288 and TVN 5289 be refused for the reason specified
in the County Planning Officer's report.
139 ENFORCEMENT ACTION: EVERSLEY
The Sub-Committee considered a report (Item 17 in the
Minute Book) on enforcement action in Eversley.
(A) CONCRETE CRUSHER, GREAT COPSE FARM, EVERSLEY
RESOLVED:
That the County Secretary be authorised to take enforcement
action to remove the concrete crushing machine and the
stockpile of concrete from Great Copse Farm, Eversley.

(B) CHANDLER'S FARM, EVERSLEY
RESOLVED:
That the County Secretary be authorised to take the
necessary enforcement action to ensure the operator
complies with the hours of operation conditions at
Chandlers Farm, Eversley permitted under planning
permission HDC 4331.
140 PROPOSED RESIDENTIAL DEVELOPMENT AND OPEN SPACE ON LAND AT
BOXALLS LANE, ALDERSHOT
The Sub-Committee considered a report (Item 18 in the
Minute Book) on proposed development at Boxalls Lane, Aldershot.
RESOLVED:
(i) That, for the purposes of Regulation 5 of the Town and
Country Planning General Regulations 1976 and 1981, the
proposed residential development and open space on land at
Boxalls Lane, Aldershot be authorised subject to the
conditions specified in the County Planning Officer's
report.
(ii) That the County Estates Officer ensure that in the disposal
of the land arrangements are made so that before any
development is commenced an agreement is concluded between
the developer and the Highway Authority for construction of
off-site works associated with the site. This agreement
relates to improvements to the Highfield Avenue and Boxalls
Lane junction which will have increased junction radii,
together with associated carriageway kerbing/footway works
and improved sight line to the east of Highfield Avenue.

The Sub-Committee considered a report (Item 15 in the
Minute Book) on County Council proposals.
The County Planning Officer reported that Southampton City
Council officers were concerned about certain matters in respect
of the proposed fire station on the former Hightown County
Middle School site such as the tower to be provided; he felt
that these should be dealt with at the details stage.
RESOLVED:
(i) That, for the purposes of Regulation 4 of the Town and
Country Planning General Regulations 1976 and 1981, the

developments specified in Part I of the report of the
County Planning Officer be authorised subject to the
conditions specified therein.
(ii) That, for the purposes of Regulation 5 of the Town and
Country Planning General Regulations 1976 and 1981, the
developments specified in Part II of the report of the
County Planning Officer be authorised subject to the
conditions specified therein.
142 LOCAL AUTHORITIES (HISTORIC BUILDINGS) ACT 1962 - APPLICATIONS
FOR GRANT AID
The Sub-Committee considered a report (Item 20 in the
Minute Book) on historic buildings grants.
Mr. Jim Humberstone, a new member of the staff of the
County Planning Officer, was introduced to the Sub-Committee.
RESOLVED:
(i) That grant aid from the Local Authorities (Historic
Buildings) Act 1962 fund be offered in accordance with the
recommendations contained in the report of the County
Planning Officer.
(ii) That the allocation to the Portsmouth "Owens Southsea" Town
Scheme be increased by £1,850 for this financial year,
within the approved budget.
143 ENVIRONMENTAL IMPROVEMENT FUNDS 1988/89, APPLICATIONS FOR GRANT
The Sub-Committee considered a report (Item 21 in the
Minute Book) on environmental improvement funds.
RESOLVED:
That environmental improvement grants be offered as
specified in the County Planning Officer's report.
144 ERECTION OF 59 BEDROOM HOTEL AND AMENITY BLOCK, LEPE POINT, LEPE
(NFDC 039366)
The Sub-Committee considered a report (Item 22 in the
Minute Book) on Lepe Point, Lepe.
The County Planning Officer advised that the last sentence
of paragraph 3 of the report should have read "Nevertheless, the
token start means that the permission could be argued to be
valid".
RESOLVED:
That New Forest District Council be advised that the County
Council recommends refusal of application No. NFDC 039366 in
that it is contrary to policies E1, E3, E7, E8 and E10.3 of the
South Hampshire Structure Plan: First Alteration.

145 IMPROVEMENT SCHEME: PLAN FOR APPROVAL
The Sub-Committee considered a report (Item 23 in the
Minute Book) on improvement scheme: plan for approval.
RESOLVED:
That the plan for the scheme set out below, including,
where appropriate, landscaping details, be approved together
with the acquisition of any necessary land.

146 COMPULSORY ACQUISITION OF LAND
The Sub-Committee considered a report (Item 24 in the
Minute Book) on compulsory acquisition of land.
RESOLVED:
That, subject to the concurrence of the Land Sub-Committee
and in the event of negotiations proving unsuccessful within a
period of eight weeks, approval be given to the making of an
appropriate Compulsory Purchase Order under the provisions of
the Highways Act, 1980 and the Acquisition of Land Act, 1981 in
respect of the land shown red on the plan listed below.

147 HOUSING ESTATE ROADS: ADOPTIONS
The Sub-Committee considered a report (Item 25 in the
Minute Book) on housing estate roads.
RESOLVED:
(i) That the roads listed in Appendix A be adopted as highways
maintainable at the public expense.
(ii) That the adoptions listed in Appendix B be noted.
