INSTALLATION OF A PIPELINE AND CONVEYOR ACROSS LAND ADJACENT TO LODE
FARM/ROOKERY FARM, KINGSLEY (APPLICATION NO. F24847/6)
REPORT OF THE COUNTY PLANNING OFFICER
1. Planning permission is being sought for a pipeline and
conveyor across land adjacent to Lode Farm and Rookery Farm,
Kingsley, as illustrated on the attached plan.
2. On 25th July 1988 the Roads and Development Sub-Committee
considered a planning application for sand extraction at Rookery
Farm and it was resolved that, subject to the completion of a legal
agreement for the highway improvements, conditional planning
permission be granted.
3. The applicant has subsequently encountered problems
concerning the ownership of the track adjacent to the site, across
which it was proposed to gain access to the mineral site. As a
result he has been unable to complete the legal agreement and the
planning permission has not been granted. To avoid the disputed
land, application has been made for an alternative route for
transporting the sand from the Rookery Farm site to the plant site
at Lode Farm, and for the subsequent transport of infill material to
restore the site.
4. To avoid the use of the track it is proposed to pump the sand
via twin pipelines to the existing processing plant at Lode Farm.
These pipelines would be laid underground passing underneath the
Oakhanger Road, Kingsley Stream and Alton Road (B3004) a local lorry
route. The existing conveyor tunnel would be used to cross the Lode
Farm site to the processing plant.
5. The pipes would consist of 300 mm internal diameter tubes
together with two 100 mm surface ducts and would incorporate access
points for maintenance. The proposed road crossings would be at a
minimum depth of one metre, and would be thrust bored to avoid any
interference with traffic. Once the pipelines have been installed
the ground would be reinstated.
6. For infilling of the Rookery Farm site, it is proposed to
transport the fill material by enclosed conveyor. The conveyor
would be carried below ground and parallel to the pipeline between
the B3004 and the Kingsley Stream. It would then be carried over
the Kingsley Stream and continue at surface level along its southern
side. The height of the conveyor would not exceed one metre and
additional screen planting would be carried out prior to its
installation.
7. A reception area would be retained at Lode Farm for screening
waste to ensure only clean inert fill is transported to the Rookery
Farm site.
8. The applicant does not intend to install the conveyor for
some years because there is sufficient fill capacity within the
existing Lode Farm site. The applicant states that the detailed
arrangements would be subject to a further submission in due course.
Consultations
9. The County Surveyor (Waste Disposal), the County Recreation
Officer and East Hampshire District Council's Environmental Health
Officer have no objections.
10. The County Surveyor (Highways) has no objections to the
proposal, subject to the necessary licence being obtained from the
County Secretary and no sand being exported from, and no fill
brought onto, the Rookery Farm site by road.
11. The views of the National Rivers Authority are awaited.

County Planning Officer's Comments
13. The use of pipelines to transport sand from the Rookery Farm
site formed part of the original application, which was considered
acceptable by the Roads and Development Sub-Committee on 25th July
1988. The present application is necessary because the new route
for the pipeline involves additional land. I consider that the
alternative route is acceptable, provided the ground surface is
reinstated after installation.
13. The main difference between the current and previous
proposals is the use of an enclosed conveyor system to transport
fill to the site for restoration. Accordingly, there is no need for
the creation of the access onto the B3004. The conveyor would have
some visual impact for its length above ground, but this could be
minimised by advanced screen planting. Because the conveyor would
not be installed for several years the planting would have time to
become an effective screen.
14. I am concerned about the absence of details for the waste
reception area and the sorting of the waste. Whilst I support the
need to ensure that only inert material is used for restoration (and
this requires a waste reception area) I consider additional details
are necessary. However, because of the delay before implementing
this aspect of the proposal, I believe that detailed matters can be
adequately covered by conditions.
RECOMMENDATION
15. I recommend that subject to no substantial objections from
East Hampshire District Council:
(A) Planning Application No. F24847/6 be approved, subject to the
following conditions:
(1) Details approved (2.1.1.).
(2) The use of the pipeline, hereby approved, shall cease
on or before 31st December 2005. The pipeline shall
be removed and the land reinstated within a further
period of four months, or such longer period as may
be agreed in writing by the Local Planning Authority.
(3) The use of the conveyor shall cease on or before 31st
December 2008, and the site shall be restored in
accordance with the scheme approved under condition
(6) below within a further period of four months, or
such longer period as may be agreed in writing by the
Local Planning Authority.
(4) The use of the waste reception area shall cease on or
before 31st December 2008, and the site shall be
restored in accordance with the requirements of
Planning Permission F24847/3.
(5) A detailed landscaping scheme for screening the
proposed conveyor shall be submitted to the Local
Planning Authority for approval within three months
of the date of this permission, such scheme shall be
implemented in the planting season following
approval.
(6) Before the installation of the conveyor and the use
of the waste reception area, the following details
shall be submitted to, and approved in writing by,
the Local Planning Authority:
(i) the machinery to be used to screen the waste;
(ii) the layout of the waste reception area;
(iii) the treatment of unsuitable waste;
(iv) the method of handling the waste;
(v) the drainage of the waste reception area;
(vi) the colour of the conveyor;
(vii) the river crossing by the conveyor.
(7) The site of the conveyor shall be restored in
accordance with the scheme to be submitted to, and
approved in writing by, the Local Planning Authority.
Such scheme shall be submitted to the Local Planning
Authority within one year of the installation of the
conveyor or use of the waste reception area and shall
include provision for:
(i) the intended after use of the site;
(ii) the method and timing of restoration;
(iii) the final levels of the new site;
(iv) the removal of the conveyor and all plant
machinery and structures;
(v) measures to be taken to drain the restored
site;
(vi) the planting of trees and shrubs on the site.
(8) Time limits for operations (8.3.33.).
(9) Noise from operations on site shall not increase by
more than 5dB (A) l.90 upper background noise levels
when measured at the boundary of the site.
(B) Subject to the applicant amending Planning Application No.
F24847/4 to delete his proposed access track from Forge Road
to Rookery Farm, the resolution of the Roads and Development
Sub-Committee of 25th July 1988 be amended by the deletion of
the requirement for a legal agreement for the highway
improvements and the substitution for Condition (12) by the
following condition:
No sand shall be exported from the site by road and
no fill material shall be brought onto the site by
road.
