1. I attach a Schedule of Grant Applications. Unless otherwise
stated it can be assumed in all cases that the respective District
Council is contributing, or will be invited to contribute, a grant
towards repair costs.
2. I recommend that the Sub-Committee approves the schedule of
grant recommendations.

(1) 60 Bath Road, Emsworth : Unlisted. Late C19. The building
occupies a prominent position in Emsworth Conservation Area.
(Mrs J Oakley).
Repairs to roof including stripping, rebattening and reslating.
Estimated cost of eligble works £4,128.50 including VAT and fees.
I recommend that a grant of up to £413.00 (10%) be offered on
condition that:
(i) all works are carried out to the agreed
specification;
(ii) the slates are salvaged for re-use and any deficit
made up with good second-hand Welsh slate; and
(iii) that rebedding ridge and hip tiles is of a soft lime
mix (eg 1:2:9 cement, lime and sand).
The HBMC is also contributing.

(2) 41 High Street, Emsworth : Unlisted. Late C18. The building
occupies a prominent position in the Conservation Area.

The work comprises repairs to 2 sliding sash windows on the front
elevation, to match existing. Estimated cost of eligible works
£964.00 including VAT and fees. I recommend that a grant of up to
£96.00 (10%) be offered on condition that:
(i) works are carried out to the agreed specification and
to the satisfaction of Havant Borough Council.
The HBMC is also contributing.

(3) 30 Sussex Road, Southsea : Mid C19. Unlisted in a
Conservation Area. Three storey with basement stuccoed villa style
house forming part of a terrace. This building with its neighbours
makes a significant contribution to the character of the Owen's
Southsea Conservation Area. (R C Foster).

Works include repairs and replacement of boxed sash windows, repairs
to front elevation rendering and insertion of new lintel.
Rebuilding rear boundary wall. Estimated cost of eligible works
£4,833.45 including VAT and fees. I recommend that a grant of up to
£483.00 (10%) be offered to match that of Portsmouth City Council on
condition that:
(i) all works are carried out to the satisfaction of the
Portsmouth City Council Conservation Officer.

(4) 5 Queens Place, Southsea : Unlisted in a Conservation Area.
C19. Two storey stuccoed villa forming part of a terrace in Owens
Southsea Conservation Area. (Mr R N Mangals).
A grant was offered in December 1989. During the course of the
works additional costs were incurred in providing cast iron
guttering. Conservation staff were informed of the increase.
Estimated cost of eligible works £689.42 including VAT and fees.
I recommend that an additional grant of up to £69.00 (10%) be
offered to match that of Portsmouth City Council.

(5) Queens Lodge, 43 Kent Road, Southsea : Grade II in a
Conservation Area. 1835. Three storey stuccoed house designed by
Thomas Ellis Owen in Southsea Conservation Area with attractive
porch with semi-circular fanlight detail. (Helen Fage).
Works to windows and openings including lintel repairs and
replacement of two no. boxed frame units. Estimated cost of
eligible works £6,045.00 including VAT and fees. I recommend that a
grant of up to £605.00 (10%) be offered to match that offered by
Portsmouth City Council on condition that:
(i) all works are carried out to the satisfaction of the
Portsmouth City Council Conservation Officer; and
(ii) that all new door and window joinery matches the
existing exactly.

(6) Queensbury, 41 Kent Road, Southsea : Grade II in a
Conservation Area. 1835. Three storey stuccoed house designed by
Thomas Ellis Owen in Southsea Conservation Area. Good Victorian
facade with plastic framed windows and Tuscan porch. (Professor
Crane Robinson).
A grant towards the cost of repairs to stucco rendering the porch,
roof and windows was offered in July 1990. Further works are now
proposed. These include insertion of wall ties, roof leadwork and

parapet repairs. Estimated cost of eligible works £6,066.25
including VAT and fees. I recommend that a grant of up to £607.00
(10%) be offered to match that offered by Portsmouth City Council on
condition that:
(i) all works are carried out to the satisfaction of the
Portsmouth City Conservation Officer; and
(ii) all leadwork complies with the latest recommendations
of the Lead Development Association.

PART II : OTHER GRANTS

BASINGSTOKE & DEANE
(7) All Saints Church, Old Burghclere : Grade II*. Medieval
Parish Church, flint and stone construction under a tiled roof. The
church is now Redundant and is in the care of a group of local
trustees who raise funds by way of local events. There is no parish
to support the Church and the money is not available to undertake
essential works. (The Trustees of All Saints Church).
This summer large cracks have appeared in the south-west corner of
the South Chapel. Urgent works are required to prevent further
damage. It is proposed to investigate the footings in this area and
possibly underpin and also tie the stone quoins back into the
structure. Estimated cost of eligible urgent works £2,450.00
including VAT and fees. I recommend that a grant of up to £1,225.00
(50%) be offered on condition that:
(i) all works are carried out to the agreed
specification.

(8) "The Beehive", 2 Ben Street, Whitchurch : Grade II.
C16, C18 and C19. Two storey, timberframed building with later
brick cladding to front. Tiled roof, casement and sash windows.
(Mrs G Wigmore).
Repairs to timber roof trusses and external brickwork. Estimated
cost of eligible works £3,220.00 including VAT and fees.
I recommend that a grant of up to £322.00 (10%) be offered on
condition that:
(i) all works are carried out to the agreed
specification.

(9) 40 Swan Street, Kingsclere, Newbury : Grade II. C17, C19 and
modern. Formerly two cottages, now one. Two storeys, rendered
walling, tiled roof. Casement windows, with modern bow window to
ground floor. (P Stuart-Kregor).
Works of repair are to the modern bar window in non-traditional
technique and therefore I do not recommend a grant be offered in
this instance.

(10) 58 Winchester Street, Overton, Basingstoke : Grade II. C17,
C18 and C19. Two storey cottage, timberframe part exposed.
Thatched roof, casement windows. (Mrs J Josey).
Repairs to thatch roof using combed wheatreed. This Council has a
policy of only grant aiding thatching in longstraw, therefore I do
not recommend that a grant be offered in this instance.

(11) Tithe Cottage, Freefolk Priors, Whitchurch : Unlisted. C18,
C19 and later alterations. Two storey brick and flint cottage.
Combed wheatreed roof, casement windows. (M Ogden).
Repairs to combed wheatreed roof. This Council has a policy of only
grant aiding thatching in longstraw, therefore I do not recommend
that a grant be offered in this instance.

(12) Corner Cottage, Ashmansworth, Nr Newbury : Unlisted in a
Conservation Area. C17, C19 and modern. Part 2, part 1.5 storey
brick building, thatched roof. Casement windows. The cottage is
situated within the Ashmansworth Conservation Area. (M Burrows).
Replacement of six windows to match existing joinery. Estimated
cost of eligible works £2,314.00 including VAT and fees. I
recommend that a grant of up to £231.00 (10%) be offered on
condition that:
(i) all new window joinery matches the existing exactly.

(13) Roundhead Cottage, Milkingpen Lane, Old Basing : Grade II.
C16, C17 and modern. Two storeys and attic, exposed timber frame
with brick infill panels. Thatched roof. (Mr A Holden).
Partial rethatching of roof using combed wheatreed. This Council
has a policy of only grant aiding thatching in longstraw, therefore
I do not recommend that a grant be offered in this instance.

(14) Gangbridge Cottage, St Marybourne, Andover : Grade II. C17,
C18 and Modern. Single storey and attic, part exposed timber frame,
part painted brick. Thatched roof. (C B Pearce).
Partial rethatching of roof in combed wheatreed. This Council has a
policy of only grant aiding thatching in longstraw, therefore I do
not recommend that a grant be offered in this instance.

(15) Cromwell Cottage, 75 The Street, Old Basing, Basingstoke :
Grade II. C18. House, two storey, red brick with plain tile roof.
Sash windows. Stable block, two storeys, red brick with exposed
timber frame in gables. Half hipped plain tile roof.

Repairs to brickwork of cottage and stable block. Underpinning in
part of stable block. Repairs to timber roof structure of stable
block. Estimated cost of eligible works £20,628.00 including VAT
and fees. I recommend that a grant of up to £2,062 (10%) be offered
on condition that:
(i) all works are carried out to the agreed
specification;
(ii) replacement bricks match existing; and
(iii) lime mortar specification and repairs to roof timbers
to be agreed with the Conservation Officer.

(16) Annexe to Hartley House, Hartley Wespall, Basingstoke : Grade
II. C17 and C18. Single storey annexe to main house. Timber
framed on brick plinth. Brick chimneys. (A N Fisher).
Repairs to tiled roof, chimneys, lead flashings. Repairs to roof
timbers where necessary. Estimated cost of eligible works £4,945.00
including VAT and fees. I recommend that a grant of up to £494.00
(10%) be offered on condition that:
(i) all leadwork complies with the latest recommendations
of the Lead Development Association;
(ii) the tiles are salvaged for re-use and any deficit
made up with good second-hand handmade clay tiles
sorted to match the existing; and
(iii) repairs to roof timbers are agreed with the
Conservation Officer.

(17) Breach Farm House, Oakley, Nr Basingstoke : Grade II. C17,
C18 and C19. Two storey farmhouse, part timber framed exposed and
part brickwork. Tiled roof, brick chimneys. Sash windows to front
elevations. (The Manydown Company).
Partial rebuilding and repairs to large chimney at gable end.
Estimated cost of eligible works £4,580.00 including VAT and fees.
I recommend that a grant of up to £458.00 (10%) be offered on
condition that:
(i) all works are carried out to the agreed
specification; and
(ii) all leadwork complies with the latest recommendations
of the Lead Development Association.

EAST HANTS
(18) Tunford Cottage, Oakhanger, Bordon : Grade II. C17, C18 and
C20. Timber framed cottage. (Mr M J Symon).
Phase I : repairs to brick infill panels on the east elevation, and
repairs to an area of brickwork on the south elevation. Phase II :
repairs to malmstone wall on the north elevation and front porch.
Estimated cost of eligible works £4,885.00 including VAT and fees.
I recommend that a grant of up to £488.00 (10%) be offered on
condition that:
(i) the repair and repointing of the brick infill panels
and larger area of brickwork are carried out using a
soft lime mortar mix (eg 1:2:9 cement, lime and
sand), and handmade bricks are used to match
existing;
(ii) an impermeable silicone treatment is not used; and
(iii) phase II repairs to the malmstone wall on the north
elevation and repairs to the front porch are agreed
with the Conservation Officer, following further
information, prior to works commencing.

(19) 28 High Street, Petersfield : Grade II. C16, early C18 and
C19. Two storey brick building. (Mr C Pickett).
Repair and replacement of four sliding sash windows on the first
floor of the front elevation. Estimated cost of eligible works
£1,188.00 including VAT and fees. I recommend that a grant of up to
£118.00 (10%) be offered on condition that:

(i) all new window joinery matches the existing exactly.

(20) The George Inn, Church Street, East Meon : Grade II. Late
C18 and early C19. Public House. (J E Lehmann).
Rebuilding the rear chimney, using any salvageable existing brick
and matching second-hand, handmade brick and a soft lime mortar, to
a similar height and profile as existing chimney. Estimated cost of
eligible works £2,257.00 including VAT and fees.
As the building is in receipt of insurance monies for the above
works, I do not recommend that a grant be offered in this instance.

(21) Ashford Chase, Steep, Petersfield : Grade II. 1912. Mansion
by W F Unsworth. Garden architecture by architect Inioo Triog.
(Mr C J Burton).
Previous grants were offered in January 1989 and July 1990. This
grant submission was inadvertently excluded from the phase II
repairs to the ornamental garden, in particular the enclosed
"Italian Garden" attached to flat 4. Estimated cost of eligible
works £1,676.00 including VAT and fees. I recommend that a grant of
up to £334.00 (20%) be offered on condition that:
(i) all works are carried out to the agreed
specification.

(22) Ashford Chase, Steep, Petersfield : Grade II. 1912. Mansion
by W F Unsworth : now flats. Garden architecture by architect Inioo
Triog. (Ashford Chase Ltd).
Previous grants were offered in January 1989, July and November
1990. The current proposal is for retiling the roof of the mansion.
Estimated cost of eligible works £27,125.00 including VAT and fees.
I recommend that a grant of up to £2,712.00 (10%) be offered on
condition that:
(i) all works are carried out to the agreed
specification;
(ii) a permethrin based environmentally safe product is
used for treatment against insect and dry rot attack;
(iii) the roof is counter-battened;
(iv) the tiles are salvaged for re-use and any deficit
made up with good second-hand handmade clay tiles
sorted to match the existing; and

(v) all leadwork complies with the latest recommendations
of the Lead Development Association.

FAREHAM
(23) Bursledon Brickworks, Coal Park Lane, Bursledon : Grade II*.
1897. Later C19 steam driven brickworks, now the most complete
example surviving in the county. The works have recently been
acquired by the HBPT and are to be restored over a three year
programme and then opened to the public. (Hampshire Buildings
Preservation Trust Ltd).
Storm Dammage: The January storm removed a large part of the roof
of the Engine House exposing the steam engine and pug mills to the
elements. The Trust is to re-roof this area as a matter of urgency
before starting on the rolling programe of repairs. Estimated cost
of eligible works £25,262.00 including VAT and fees. I recommend
that a grant of up to £5,052 (20%) be offered on condition that:
(i) all works are carried out to the agreed
specification; and
(ii) all replacement rainwater goods are in cast iron.

(24) 45 South Street, Titchfield : Within the Conservation Area.
Two storey timber framed end of terrace cottage. This property
frames the southern approach to the narrower medieval section of
South Street. It is proposed to replace an unsatisfactory rendered
gable treatment with horizontal timber cladding. (Mr Chase).
Strip off render to timber framed gable wall at first storey, roof
level and replace with horizontal oak boarding including extra
strengthening where necessary. Estimated cost of eligible works
£1,500.00 including VAT and fees. I recommend that a grant of up to
£150.00 (10%) be offered on condition that:
(i) all works are carried out to the agreed
specification.

(25) Old Lodge Cottage, 3 High Street, Titchfield : Grade II.
C18. Brick and tile cottage adjoining listed gateway.
(Mrs W Hooke).
Repair/replacement of sash casement windows - a grant was offered
towards the work in June 1990. Due to unforeseen difficulties with
the fitting of the window frames and the need to replace one further

window, additional costs have been incurred. The extra work has
been undertaken with the full agreement of the Conservation
Officers. I recommend that an additional grant of £62.00 (10%) be
offered.

(26) Dean Farmhouse, Wickham Road, Fareham : Grade II. C16 and
later. Farm complex incorporating C16 timber framed house with
attractive brick nogging and bracketed window with some fine
internal carving. Good example of early C19 farm buildings.
(Mr D Rees).
Restoration of early C19 single storey outbuilding of brick and
tile, including insertion of steel straps and tiles, reroofing with
handmade clay tiles and new door joinery. Estimated cost of
eligible works £2,869.00 including VAT. I recommend that a grant of
up to £287.00 (10%) be offered on condition that:
(i) all works are carried out to the satisfaction of the
Fareham Borough Council Conservation Officer;
(ii) all leadwork complies with the latest recommendations
of the Lead Development Association; and
(iii) that new door and window joinery matches the
existing.

(27) 4 and 6 Bridge Street, Titchfield : Grade II. Early C19.
Nos. 4 and 6 form part of a slated part brick part rendered terrace
of cottages. (R B Wade).
Rebuilding central, shared, chimney stack, including leadwork and
rebedding pots. Estimated cost of eligible works £1,035.00
including VAT. I recommend that a grant of up to £104.00 (10%) be
offered on condition that:
(i) all works are carried out to the satisfaction of the
Fareham Borough Council Conservation Officer;
(ii) all leadwork complies with the latest recommendations
of the Lead Development Association; and
(iii) the existing chimney pots are carefully removed for
re-use and any deficit made up with good second-hand
handmade clay tiles sorted to match the existing.

(28) Crabthorn Farm Cottage, Crabthorn Farm Lane, Hill Head,
Fareham : Grade II. C18 and early C19. Two storey timber frame
with brick infill farm cottage. (M Marshall).

Retiling roof including leadwork and repairs to roof timbers.
Estimated cost of eligible works £1,325.00 including VAT and fees.
The work has proceeded to completion without the involvement of the
conservation staff of either Local Authority and before submission
of a repair grant application. I do not recommend that a grant be
offered in this case as the work has been completed.

GOSPORT
(29) Solent and Marine Court Mansions, Marine Parade,
Lee-on-Solent : Unlisted building in a Conservation Area. 1930s.
Three storey stuccoed flats and shop block. The building occupies a
prominent site in the Pier Street Conservation Area and makes an
important contribution to the interwar period 'Modernist' character
of this section of the seafront. (Fodbury Properties).
Repairs to rendering window replacement including provision of new
tile sills to replace existing together with cavity trays over.
Estimated cost of eligible works £40,000.00 including fees.
I recommend that a grant of up to £4,000.00 (10%) be offered to
match the contribution of Gosport Borough Council on condition that:
(i) all works are carried out to the agreed
specification;
(ii) all leadwork complies with the latest recommendations
of the Lead Development Association; and
(iii) all new window joinery matches the existing exactly.

(30) 8 Pier Street, Lee-on-Solent : Unlisted building in a
Conservation Area. 1930's. Three storey stuccoed offices and shops
block. The building forms part of a shopping frontage leading
directly to the sea. While not listed the building makes an
important contribution to the inter 'Modernist' character of this
part of Lee-on-Solent. (GA Property Services (west)).
The works include repairs to stucco on front elevation, window
replacement and roof repairs, including leadwork and rebuilding
brick and stucco parapet. Estimated cost of eligible works
£16,000.00 including VAT and fees. I recommend that a grant of up
to £1,600.00 (10%) be offered to match the contribution of Gosport
Borough Council on condition that:
(i) all works are carried out to the specification agreed
with the Gosport Borough Council Conservation
Officer;
(ii) all leadwork complies with the latest
recommendations of the Lead Development Association;
and

(iii) the design of the replacement windows matches the
existing.

HART
(31) St Mary the Virgin, Hartley Wintney : Grade II*. C13 with
C19 additions. This origional Parish Church is now in the care of
the Redundant Church's Fund. The nave and chancel are of medieval
date with C19 trancepts and west tower. The interior furnishings
are mainly of C18, including box pews. (Redundant Church's Fund).
The Fund has been undertaking a programe of repairs to the stonework
of the tower and nave and has discovered fractured stone
kneelers to the gable which are in need of further urgent works.
Estimated cost of eligible works £1,721.00 including VAT and fees.
I recommend that a grant of up to £344.00 (20%) be offered on
condition that:
(i) all works are carried out to the agreed
specification.

(32) 'Brickfields', Odiham Road, Winchfield : Grade II. Early C19
brick kiln. This kiln is one of only three of its type to survive
in the county. It features on the county's 'Threatened Historic
Buildings' list. Earlier this year ivy was removed so that the
condition of the structure could be surveyed. (Mr B J Spurgeon).
The conical top of the kiln is in urgent need of repointing and
repairs to cracks to prevent an impending collapse. The owner is
willing to spend some money despite it having no practical use but
is merely a 'feature' in the landscape. The District Council has
also agreed to help from its 'Buildings in Need' Fund. Once it is
repaired the owner is willing to allow limited public access by
arrangement. Estimated cost of eligible works £11,600.00 including
VAT and fees. I recommend that a grant of up to £5,800.00 (50%) be
offered on condition that:
(i) all works are carried out to the agreed
specification; and
(ii) agreement on limited public access by prior
arrangement.

HAVANT
(33) 21 East Street, Havant : Grade II. Late C18 house.
(Mr and Mrs R G Swadling).

Replacement of three sliding sash windows on the first floor of the
front elevation. Estimated cost of eligible works £1620.00
including VAT and fees. I recommend that a grant of up to £162.00
(10%) be offered on condition that:
(i) all new window joinery matches the existing exactly.

NEW FOREST
(34) Palace Cottage, Beaulieu : Grade II. C17, C18 and C19.
Farmhouse, yellow and red brick construction under a clay tile roof.
C19 wrought iron verandah on garden front. (Beaulieu Estate).
Retile roof, repair to chimneys, replace flashings and leadwork,
some repointing, and repairs to brickwork, and timber treatment.
Estimated cost of eligible works £24,925.00 including VAT and fees.
I recommend that a grant of up to £2,493.00 (10%) be offered on
condition that:
(i) all works are carried out to the agreed
specification;
(ii) all leadwork complies with the latest recommendations
of the Lead Development Association;
(iii) the tiles are salvaged for re-use and any deficit
made up with good second-hand handmade clay tiles
sorted to match the existing;
(iv) all replacement rainwater goods are in cast iron;
(v) counterbattens should be used and roof void vented;
(vi) flashings to chimneys should be in lead and not
mortar flaunching;
(vii) timber treatment should be environmentally friendly;
(viii) agreement on mortar mix for repointing; and
(ix) agreement on areas of brickwork to be replaced.

(35) The Old Toll House, 169 Southampton Road, Buckland,
Lymington: Grade II. Mid C18. Two storey building, part red brick,
part tile hung. Tiled roof, half hipped casement windows. The
building is to be used for exhibition/display purposes in connection
with the Buckland Rings Iron Age Fort. The Buckland Trust is a
registered charity. (The Buckland Trust).

Repairs to tile hanging, chimneys, lead flashings, windows. Repairs
to rainwater goods. Estimated cost of eligible works £3,000.00
including VAT and fees. I recommend that a grant of up to £600.00
(20%) be offered on condition that:
(i) all works are carried out to the agreed
specification;
(ii) all leadwork complies with the latest recommendations
of the Lead Development Association;
(iii) the tiles are salvaged for re-use and any deficit
made up with good second-hand handmade clay tiles
sorted to match the existing;
(iv) all replacement rainwater goods are in cast iron; and

(36) 3 Mulberry House, 64 Church Street, Fordingbridge : Grade II.
C18 and C19. Former vicarage. Two storey, stucco walls, slate
roof. Central Doric porch, sash windows on all elevations.
External end chimney stacks. (Mr J Fisher).
Replacement of sash windows. Estimated cost of eligible works
£19,343.00 including VAT and fees. I recommend that a grant of up
to £1,934 (10%) be offered on condition that:
(i) all works are carried out to the agreed
specification;
(ii) that all new door and window joinery matches the
existing exactly;
(iii) the replacement windows should be intact as per
specification submitted; and
(iv) all salvageable glass should be retained - agreement
to be made with Conservations Officer prior to works
commencing.

is a recent (1950's) construction. I do not recommend that a grant

Works include the restoration of the existing shop front to centre

bedding the original glass in new frames to match the existing.
Estimated cost of eligible works £3,596.00 including VAT and fees.
I recommend that a grant of up to £360.00 (10%) be offered on
condition that:
(i) all works are carried out to the satisfaction of the
Southampton City Conservation Architect; and
(ii) new door and window joinery matches the existing
exactly.

(45) 70 Bedford Place : Unlisted in a Conservation Area. Mid C19.
Three storey yellow brick shop with dwelling over. The building
forms part of a terrace of simular properties and adjoins no.73
which is the subject of a separate grant application. (L Moody).
Replacement of two no. windows with new sliding sashes to match
existing period windows adjoining. Estimated cost of eligible works
£511.75 including VAT. I recommend that a grant of up to £51.00
(10%) be offered on condition that:
(i) the new window joinery matches the existing.

(46) 9 Forest View, Southampton : Unlisted in Conservation Area.
C1880. Two storey with attic stuccoed terraced house situated on
the top of the town walls. (Mr L I Mabey).
Structural repairs to the front elevation including underpinning of
porch and bays and other consolidation of walls and floors. A grant
was offered in September 1989. During the course of the works

additional structural measures were found to be necessary. These
have been carried out after Conservation Staff had been informed.
Estimated cost of additional works £1,493.00 including VAT and fees.
I recommend that an additional grant of up to £149.00 (10%) be
offered.

(47) Sign Sabha Gurdwara, (former St Lukes Church), Cranbury
Avenue, Southampton : Grade II. Mid C19. Neo Gothic Church by
Architect J Elliott of Chichester. The Church is of coursed stone
construction with Bath limestone details. The main facade was
restored in 1958 after bomb damage. The external walls are covered
in grime.
The cleaning of the stonework is to remove atmospheric carbon and
dirt, and algae from the older masonry surfaces. The technique
would involve restorative cleaners with pressure water rinsing.
Estimated cost of works £16,500.
I cannot support this application for use of Historic Buildings
Grant money as I believe this is a low priority for this building.
A high priority is the repair of areas of stonework which are in
poor condition. The main facade suggested for cleaning is only 32
years of age so I do not consider it necessary to be cleaned at this
stage.

(48) 5 Bassett Green Village, Southampton : Grade II in a
Conservation Area. Late C18/early C19. One of a range of three
thatched cottages. Attractive brickwork with blue headers. (Mr and
Mrs J B Punter).

of eligible works £1,633.00 including VAT. I recommend that a grant
of up to £326.00 (20%) be offered on condition that:
(i) the work is carried out in longstraw to the minimum

(49) St Peters Parish Church, High Street, Stockbridge : Grade II.
C19. Parish Church flint and stone facing on brick core. Tower and
spire at west end. (Vicar and Parochial Church Council).
Storm Damage: After the January storms temporary roof repairs were
undertaken. The Church is now fully scaffolded and it has been
discovered that two stone chimneys and parapets were also damaged
and will require rebuilding whilst the roofing works are in

progress. Estimated cost of eligible works £13,308.00 including VAT
and fees. I recommend that a grant of up to £1,330 (10%) be offered
on condition that:
(i) all works are carried out to the agreed
specification.

specification of the Wilts and Hants Master Thatchers

(ii) the chimney has a lead flashing; and
(iii) the chimney is repointed using a soft lime mortar.

of only grant aiding thatching in longstraw, therefore I do not
recommend a grant be offered in this instance.

fees. I recommend that a grant of up to £23.00 (10%) be offered on

to rethatching commencing; and

WINCHESTER
(59) 132 St Cross Road, Winchester : Grade II. C17. Two storey

Structural repairs to arrest roof spread, restitching of brickwork,
repointing, repair of spalled brickwork. Estimated cost of eligible
works £48,036.00 including VAT and fees. I recommend that a grant
of up to £4,803.00 (10%) be offered on condition that:
(i) all works are carried out to the agreed
specification.

(60) 33 High Street, Winchester : Grade II*. Late medieval. One
of a row of late medieval shops forming the pentice in the High
Street. Only this and the adjoining shop still contain original
timberframe. The building had a central open hall which is to be
restored. (Falcon Property Trust).
Repairs to the timberframe and roof. There is an opportunity to
undertake the restoration of the whole timberframe whilst the
building is empty. The freeholders are undertaking the work as
previous tenants had neglected the building and covered up problems.
The total cost of repairs is approximately £200,000.00. Repairs
would normaly have been undertaken by a tenant who would have been
grant assisted in the usual way. However, as the freeholder is
undertaking such a thorough job I would recommend that we assist
towards the cost of the main historic elements, the timberframe and
roof and offer a grant of £9,000.00 representing 10% of the extra
works involved.

(61) Upper Farm, Headbourne Worthy, Winchester : Grade II. C17.
Timberframe barn. (S Browne).
In September the Sub-Committee grant aided Phase I of repairs to the
barn - the external works. Phase II is to commence and includes the
relaying of flagstone floor, repair to Victorian loose boxes and
repair of stable doors. Estimated cost of eligible works £11,145.44
excluding VAT and including fees. I recommend that a grant of up to
£2,292.00 (20%) be offered on condition that:
(i) all works are carried out to the agreed
specification; and
(ii) all new door and window joinery matches the existing
exactly.

C15, C17 and 1911. Very ornamental wrought iron gate to kitchen

and fees. I recommend that a grant of up to £202.00 (20%) be

boundary wall on St Cross Road. Unlisted but within the
Conservation Area and a very important feature within the street
scape. The wall was damaged in the storms of January this year.

and fees. I recommend that a grant of up to £860.00 (20%) be
