RINGWOOD RUPP 82 AND BOATS 83 AND 84 - TRAFFIC MANAGEMENT

_  Traffic regulation orders outside Greater London                 _
_                                                                   _
_  1 - (1)   An order under this section (in this Act referred to   _
_            as a "traffic regulation order") may, subject to Parts _
_            I to III of Schedule 9 to this Act to subsection (4)   _
_            below, be made as respects any road outside Greater    _
_            London where it appears to the authority making the    _
_            order that it is expedient to make it:-                _
_                                                                   _
_            (a)  for avoiding danger to persons or other traffic   _
_                 using the road or for preventing the likelihood   _
_                 of any such danger arising, or                    _
_                                                                   _
_            (b)  for preventing damage to the road or to any       _
_                 building on or near the road, or                  _
_                                                                   _
_            (c)  for facilitating the passage on the road or any   _
_                 other road of any class of traffic (including     _
_                 pedestrians), or                                  _
_                                                                   _
_            (d)  for preventing the use of the road by vehicular   _
_                 traffic of a kind which, or its use by vehicular  _
_                 traffic in a manner which is unsuitable having    _
_                 regard to the existing character of the road or   _
_                 adjoining property, or                            _
_                                                                   _
_            (e)  (without prejudice to the generality of paragraph _
_                 (d) above) for preserving the character of the    _
_                 road in a case where it is specially suitable for _
_                 use by persons on horseback or on foot, or        _
_                                                                   _
_            (f)  for preserving or improving the amenities of the  _
_                 area through which the road runs.                 _

1    The reclassification to Byways Open to All Traffic of Roads Used
as Public Paths numbers 83 and 84 have already been confirmed.  The
Order to reclassify RUPP 82 as BOAT was opposed, and will be
determined shortly at public inquiry.
 
RUPP 82
 
2    This RUPP is a very short (220m) track linking two tarmac roads.
The western end is on grass and the eastern section passes through
trees.  The exit onto the road is across a footbridge or by fording a
 
ditch.  Maps suggest that this has been the case for very many years.
It would be very difficult for vehicles, apart perhaps from some
motor cycles, to cross the ditch, and the route showed no signs of
vehicular or equestrian use when visited in January.  There would
appear to be no need for traffic management.
 
BOAT 83
 
3    This BOAT is somewhat similar to RUPP 82, being a short l0 - 12m
wide strip of land between two tarmac roads, and also having a ditch
and footbridge at the eastern end.  This route had been quite
overgrown until recent clearance, and showed no signs of vehicular
use in January.  Traffic management does not appear necessary,
although there have been some problems with camping travellers in
recent times.
 
BOAT 84
 
4    This BOAT is the ancient route at Wattons Ford across the River
Avon.  From the end of the tarmac road it continues first along a
farm track, then through reeds (recently cleared) to the river bank
and then across the river itself.  There were no signs of vehicular
or equestrian use at the river bank in January.  A resident at the
adjacent Keepers Cottage could not recall vehicular use of the ford
in recent years, although it is understood the river may sometimes be
fordable after prolonged dry weather.  In winter, the track leading
to the ford can be flooded.  Traffic management does not appear
necessary.
 
5    The Ringwood Town Council will accept the County's decision on
traffic management.
 
6    Recommendation
 
That no traffic management action be taken on Ringwood RUPP 82 and
Ringwood BOATS 83 and 84.
