USE OF CORPORATE IDENTITY BY OUTSIDE ORGANISATIONS
REPORT OF THE COUNTY SECRETARY
1. Introduction
At their meeting on 18th November 1991, the Procedures
Sub-Committee stipulated that requests from outside organisations
for the use of the Hampshire County Council corporate identity
should be referred to the Sub-Committee. This report suggests the
principle on which approval might be based.
2. The Coat of Arms
2.1 Individuals may not allow their arms to be used by others.
However, there is a long-standing tradition in civic heraldry that
the arms of local authorities are used to represent the area in
question. This stems from the fact that only an individual or a
body corporate may be granted arms. The Hampshire County Council
coat of arms is therefore the only heraldic representation of the
county as a whole. It was, of course, designed specifically to
relate to the county.
2.2 The former county badge was used by a variety of organisations,
ranging from local newspapers and Hampshire magazine to public
houses (the County Arms in Winchester). It is suggested that those
organisations which had received permission to use the former badge
should automatically be authorised to replace it with the coat of
arms.
2.3 Other organisations are likely to want to use the coat of arms to
represent their links with Hampshire. IBM asked for permission to
use the arms on the plaque to commemorate the Lord Lieutenant's
opening next month of their new building at Hursley. Due to the
urgency of commissioning the plaque, this request was approved by
the Chairman of the Council. The Sub-Committee may choose to
delegate to the County Secretary, in consultation with the Chairman
of Policy & Resources Committee and the Chairman of the
Sub-Committee, the authority to approve requests where the
timescale does not allow for a meeting of the Sub-Committee to be
arranged.
2.4 When used by other organisations, the arms will not include the
words "Hampshire County Council".
3. The Badge
3.1 The badge will be the identity used by the County Council for
everyday purposes. The corporate identity manual which the
Sub-Committee is considering at this meeting includes a design for
the use by organisations funded or otherwise supported by the
County Council. The use of this acknowledgement of support will be
included in the conditions of all grants made by the County
Council.
3.2 With the above exception, the badge should be used exclusively by
Hampshire County Council. To allow its use by other organisations
would lead to confusion about service provision, and would detract
from the clear identification which the corporate identity is
designed to provide.
4. RECOMMENDATIONS:
1. That, subject to the conditions set out this report, those
organisations currently authorised to use the former county
badge be authorised to replace it with the coat of arms.
2. That authority to agree urgent requests for the use of the
coat of arms be delegated to the County Secretary, in
consultation with the Chairman of Policy and Resources
Committee and the Chairman of Procedures Sub-Committee.
3. That the badge be used exclusively by the County Council.
