ERECTION OF FOUR DETACHED BUNGALOWS ON LAND BETWEEN BECTON LANE AND
MILFORD ROAD, NEW MILTON AND USE OF PART OF THE SITE AS ALLOTMENTS
REPORT OF THE COUNTY SECRETARY
1. At their meeting on 1st June the Sub-Committee deferred taking a
decision on the County Council proposal for erection of four
bungalows on land between Becton Lane and Milford Road, New
Milton and use of part of the site as allotments to allow the
Plans Advisory Panel to visit the site and consider the matter; a
copy of the report to the Sub-Committee is attached as an
appendix to this report.
2. On 30th June, 1987 the Vice-Chairman and Councillors Allee,
Lecky, Leyland, Lillywhite, Rice, Mrs. Stephenson and Sumner
visited the site and met Councillor Webb, the local County
Councillor, and representatives of New Forest District Council.
3. The County Estates Officer advised that the site had become
surplus to requirements after the abandonment of proposals to
construct a New Milton bypass. The existence of a sewer within
the site had restricted the proposed development to four
bungalows and it was planned to use the rest of the site for
allotments. Access for all traffic but that generated by the two
bungalows at the western end of the site would be via Milford
Road.
4. The New Forest District Council representatives and Councillor
Webb felt that the allotment traffic should use the Becton Lane
access thus leaving only the two bungalows at the eastern end of
the site to be accessed from Milford Road. The County Surveyor
advised that 2,000 vehicles per day use Becton Lane and 3,500 use
Milford Road; a scheme being recommended for approval by the
Roads and Development Sub-Committee provides for land for the
improvement of the Milford Road/A337 junction in the future. The
County Estates Officer did not favour the allotments being
accessed from Becton Lane as the environment of some existing
bungalows would be affected and because the siting of the
proposed bungalows would have to be changed and this would prove
difficult.
5. The panel then discussed the proposal and expressed approval of
it in principle. They supported access of the two eastern
bungalows onto Milford Road but felt that the allotments should
have an access onto Becton Lane.
6. In the light of the views expressed it is RECOMMENDED:
That for the purposes of Regulation 5 of the Town and Country
Planning General Regulations 1976 and 1981, the erection of four
detached bungalows on land between Becton Lane and Milford Road,
New Milton and use of part of the site as allotments (Application
No.0033566) be authorised subject to the conditions specified in
the report of the County Planning Officer to the Sub-Committee on
1st June, 1987 subject to amendment of conditions (viii) and
(xiii) as follows:-
(viii) Vehicular access to the proposed allotments shall be
from the Becton Lane end of the site only.
(xiii) There shall be no individual means of access, either
vehicular or pedestrian directly from the proposed
dwellings on to Becton Lane or Milford Road.
