Policies
39. The policies in the following sections of this Plan provide a framework for achieving the most appropriate balance between development, environment and transport needs. Preparation of local plans and day-to-day development control decisions need to take into account all relevant policies in the Plan. To emphasise this approach, the point has been included in some of the Policies.
40. Although the policies are grouped by topic they are designed to be read as a whole. They are not listed in any priority order. Individual proposals for development may need to be considered against policies under more than one topic heading. Where a proposal includes more than one type of development it will be considered against all the relevant policies. Conflict between a specific and a general policy should be resolved in favour of the specific policy.
