Views sought on proposals for Cart and Horses junction, Kings Worthy

Hampshire County Council is gathering views on options for redesigning the ‘Cart and Horses’ junction on the A33 and B3047 in Kings Worthy, Winchester and has opened a survey, asking residents’ and other stakeholders’ to comment on the initial designs

Two options are proposed – either a signal-controlled junction or construction of two roundabouts – ahead of potential changes by National Highways to Junction 9 of the M3.
 
Leader of Hampshire County Council, Councillor Rob Humby, said: “The County Council considers that the M3 Junction 9 improvement scheme will have impacts on the Cart and Horses junction which will need mitigating. To inform discussions with National Highways on the solution needed, we have developed two design options and we want to hear what people living locally, or who regularly travel to and from Winchester via the A33 and B3047, think about the options to inform development of any final scheme.”
 
People can find out more and complete the online survey via the scheme webpage on the County Council’s website. The survey will remain open for responses until 11:59pm on 17 September 2023.
 
Councillor Humby added: “Delivery of any improvements to the junction will be dependent on the outcome of the M3 Junction 9 Improvement Scheme public examination, which is due to conclude in November, with a decision expected to be made by the Secretary of State by May 2024.”
 
In addition to the survey, two public information events have been arranged, where residents and other stakeholders can also find out more about the design options and speak to officers for answers to queries relating to the proposals. Dates and venues are:
