Hampshire County Council’s Regulatory Committee granted planning consent on Wednesday 19 March for the proposed two-storey school for 125 pupils aged 8 to 16.
The new school is to cater for pupils with Social, Emotional and Mental Health (SEMH) needs. The school, designed by the County Council’s Property Services team, will include external play areas, parking and drop-off facilities, creating a welcoming and supportive environment for students.
Councillor Steve Forster, Executive Member for Education, welcomed the decision, which means construction on the new school site can now begin, with a proposed opening date of September 2026. He said:
“This is a much-needed special school which will provide a safe and supportive environment for pupils to learn and achieve and is part of our target of 1000 new special needs places in Hampshire schools by 2030. Today’s decision marks a significant step forward and recognises the community's need for specialised educational facilities, ensuring that every child receives the care and resources they deserve.”
Luminous Oak will be managed by Solent Academies Trust, which will be responsible for the building’s management, maintenance, and insurance. The academy trust will be running a consultation between 2 May to 20 June on details such as the school’s mission, vision, curriculum, and its integration with the local community.
