Councillor Rob Humby, Deputy Leader of Hampshire County Council and Executive Member for Economy, Transport and Environment, will scrutinise the plans at his Decision Day and his final decision will be subject to the outcome of separate planning applications relating to the site.
Cllr Humby said: “The Camrose Link Road forms a key component of the proposed £20 million Brighton Hill improvements which provides an alternative route between Western Way and the A30, enabling the Western Way entry to Brighton Hill Roundabout to be closed. This lends significant capacity benefits for the operation of Brighton Hill Roundabout and addresses an existing road safety issue on this entry arm. The Link Road will also provide an access route for the proposed redevelopment of the Camrose site, for which separate planning applications have been submitted by the football ground owner.
“Good infrastructure is vital to Hampshire’s economic prosperity, and ever more important as we deal with the economic impact of Coronavirus. These improvements on the A30 have been designed to support those aims and to make day to day travel easier for local residents and commuters.”
In November 2019, Hampshire County Council submitted a planning application for the Camrose Link Road as a complementary element to the Brighton Hill roundabout scheme. The new road which links between Western Way and A30 Winchester Road will assist traffic flows and improve the operation of the traffic signals at Brighton Hill roundabout. Sports England and Basingstoke and Deane Borough Council have raised an initial objection to the proposals whilst the full details for providing suitable alternative sports facilities for the Camrose football ground are being agreed. Discussions are underway between all of the parties with the principal focus around the owner and developer of the Camrose Ground providing further improvements to the existing football facilities at Winklebury. A decision on the planning application will be made once an acceptable arrangement for replacement sports facilities has been agreed.
As part of investment in the local area, the EM3 Local Enterprise Partnership has previously funded improvements including Winchester Road Roundabout (completed in 2017) and improvements to Thornycroft Roundabout, which are currently under construction and due for completion during winter 2020/21.
