Consultation opens on proposed changes to education transport policies

Hampshire County Council is seeking residents’ and stakeholders’ views on proposals to change its Home to School and Post-16 Transport policies which, if agreed, would come into effect in September 2020

Councillor Keith Mans, Leader of Hampshire County Council explained: “Legally, the County Council must consult, every year, on its Transport Policy for those over the age of 16 years who are in education or training.  The law also requires the Authority to consult on any changes to this and the Home to School Transport policy. 
“We want people to tell us, through the consultation, what they think about the policies and the changes being proposed.  However, let me be clear, the main driver for this consultation is not linked to savings – in fact only one of the proposals could potentially result in a reduction in our spend on transport. Our main objective is to ensure that our policies more clearly reflect practice and that the criteria, on which transport decisions are based, are easier for parents and carers to understand.”
Councillor Mans added: “Students with Post-16 transport arrangements in place will continue to receive transport for this academic year. When the policy is approved the application process for transport in 2020-2021 will be opened and parents and students can apply for the service. The changes for compulsory age pupils would  bring the policy into line with published arrangements and we foresee minimal impact for children currently in receipt of transport.  Regardless of any changes that may be made, children will continue to receive the same service, unless their circumstances change, such as a attending a new or different school, moving home, or reaching the end date of the period for which transport was originally agreed.” 
The Consultation on Proposed Changes to the Home to School Transport Policy and Post-16 Transport Policy will be open until midnight on 23 February 2020.
The findings from this consultation will be published and presented to the Executive Lead Member for Children's Services and Young People – Councillor Patricia Stallard - later in 2020. This feedback will help to inform decisions, by the County Council, on the proposed changes to the Home to School and Post-16 Transport policies.
