County Council ready to deliver Stubbington Bypass

Next steps for a new bypass at Stubbington to improve congestion and reduce journey times for those living and working in the Fareham and Gosport area have been approved by Hampshire County Council

At his recent decision day, Councillor Rob Humby, Deputy Leader of Hampshire County Council and Executive Member for Economy, Transport and Environment, approved the project appraisal for the scheme, which will provide a new 3.5 kilometre stretch of carriageway between the B3334 Titchfield Road and the B3334 Gosport Road, passing to the north and east of Stubbington.

Councillor Humby said: “After the delay of the public inquiry we are ready to deliver this scheme, subject to the necessary funding being released by the relevant organisations. We made a commitment to the people of Gosport and Stubbington to improve traffic and travel in South Hampshire and have worked hard to get to this stage.
“The scheme for a bypass at Stubbington represents the final part of an investment of nearly £100 million into road and transport improvements in this area in recent years, all aimed at improving access to the Gosport Peninsula, including Newgate Lane and Peel Common roundabout, improvements to the A27, and the Eclipse Bus Rapid Transit route.”

Hampshire County Council has submitted the full business case for the scheme to the Department of Transport and confirmation is expected shortly, which will bring forward the funding from the Solent Local Enterprise Partnership for the £34.495 million scheme.

Following a Public Inquiry in November 2018 into objections raised to a Side Roads Order (SRO) and Compulsory Purchase Order (CPO), Hampshire County Council was advised earlier this year that the Secretary of State for Transport had confirmed the Orders in relation to its Stubbington Bypass scheme. 

Cllr Humby continued: “The Inquiry – to consider an individual objection to the scheme in principle - delayed the scheme by nine months, but we are keen to make a good start on construction around the turn of the year.”

Hampshire County Council has developed the scheme to construct a 3.5 km bypass at Stubbington to: 

• Divert traffic around Stubbington to help reduce journey times and peak time congestion onto and off the Gosport peninsula
• Improve transport infrastructure to encourage investment and regeneration in the area especially at the Solent Enterprise Zone
• Improve the environment within Stubbington village with reduced traffic flows and improved access for pedestrians and cyclists
• Provide a new connection from the B3334 Titchfield Road to B3334 Gosport Road, with additional improvements to the existing sections at Titchfield Road at its northern end and Gosport Road at the southern end.
