Consultation on school admission arrangements for 2023-2024

As the admission authority for all community and voluntary controlled schools in Hampshire (not including Portsmouth and Southampton), Hampshire County Council is seeking your views on its proposed admission arrangements for the school year 2023/24

This consultation will run from 15 November until 31 December 2021.


The School Admissions Code (September 2021) published by the Department for Education, requires all admission authorities to consult on their admission arrangements if they are seeking to make changes from the previous year or if the arrangements have not been subject to a public consultation for at least 7 years, to ensure all views are heard. Consultation must be for a minimum of 6 weeks between 1 October 2021 and 31 January 2022. The final arrangements must be determined by 28 February 2022.

The admission arrangements include an admission policy for each phase of school, a list of school specific criteria, the published admission number (PAN) and catchment area for each community and voluntary controlled school.

The full admission arrangements including proposed changes are detailed below:

Published admission numbers (PANS)

We are proposing a reduction to the published admission number for the following schools:

  • Buryfields Infant School, Hook, from 70 to 60
  • Grange Infant School, Gosport, from 75 to 60
  • Guillemont Junior School, Farnborough, from 95 to 94
  • Heatherside Infant School, Fleet, from 100 to 90
  • Kingsclere CE Primary School, Kingsclere, from 40 to 35
  • Kings Copse Primary School, Southampton, from 45 to 30
  • King’s Somborne CE Primary School, Stockbridge, from 20 to 15
  • Leesland CE Infant School, Gosport, from 90 to 60
  • Locks Heath Infant School, Fareham, from 120 to 90
  • Manor Infant School, Farnborough, from 90 to 60
  • Marchwood CE Infant School, Southampton, from 90 to 60
  • Oakwood Infant School, Hartley Wintney, from 90 to 60
  • Sun Hill Infant School, Alresford, from 60 to 45
  • St John the Baptist CE Primary School, Bishops Waltham, from 45 to 30
  • Tadley Community Primary School, Tadley, from 45 to 30
  • Tavistock Infant School, Fleet, from 90 to 60

We are proposing the inclusion of a new school specific criterion for the following schools:

  • Cupernham Junior School, Romsey
  • Endeavour Primary School, Andover
  • Botley CE Primary School (see section below on catchment changes)
  • Brookfield Community School (see section below on catchment changes)
  • Fair Oak Infant School (see section below on catchment changes)
  • Fair Oak Junior School (see section below on catchment changes)
  • Sarisbury Infant School (see section below on catchment changes)
  • Sarisbury CE Junior School (see section below on catchment changes)

In light of new housing developments, we are proposing changes to the catchment area for the following schools:

Any comments previously received in response to the initial consultations with local schools and residents will be included in this wider admission arrangements consultation. Consultees do not need to resubmit their earlier comments.

All responses will be collated and considered by the Hampshire Admission Forum at their meeting on 17 January 2022, who will make recommendations to the Executive Lead Member for Children’s Services, Cllr Roz Chadd, in advance of her decision day on 28 February 2022.
