Consultation on School Catchment Area Changes for Hatch Warren Infant and Junior Schools, Kempshott Infant and Junior Schools, North Waltham Primary School and St Marks CE (Aided) Primary School in relation to the new primary school at Hounsome Fields to open in September 2025

Hampshire County Council is reviewing and consulting upon the school catchments in the area of the schools listed above to take account of the new housing sites at Hounsome Fields and Basingstoke Golf Course

The housing developments are currently served by the schools named above prior to the establishment of a new primary school on Hounsome Fields in September 2025. It is proposed that these new developments, plus some existing houses located in the vicinity of the developments, will become part of the catchment area for the new primary school.

Proposed catchment area for the new school at Hounsome Fields

The new primary school will be an Academy and the County Council is currently seeking an Academy Sponsor who will become the admissions authority for the school. As such, the County Council is undertaking an informal consultation on the proposed catchment area changes prior to the appointment of the academy sponsor. This is to assist in meeting the statutory consultation process relating to admission arrangements for 2025. The proposed catchment, will therefore, need to be determined by the trust board of the academy sponsor.

As St Marks CE (Aided) Primary School is its own admissions authority they will undertake their own consultation to alter the schools catchment area.

This proposal, if approved, removes the area shown on the map from the catchment areas of the schools named above. Children living in the housing detailed on the plan will not have catchment priority at the schools named above from September 2025.

For families in the affected area with children already in the schools the following transitional arrangements will be put in place:

For Hatch Warren Infant School

  • A child starting school for the first time who has a sibling on roll at Hatch Warren Infant School or Hatch Warren Junior School (who was on roll prior to the catchment change in September 2025 and who will still be attending the school at the time of the child’s admission) will be given catchment priority for Hatch Warren Infant School, for up to and including admission in September 2028.

For Hatch Warren Junior School

  • A child starting junior school who has a sibling on roll at Hatch Warren Infant School or Hatch Warren Junior School (who was on roll prior to the catchment change in September 2025 and who will still be attending the school at the time of the child’s admission), will be given catchment priority for Hatch Warren Junior School, for up to and including admission in September 2028.

For Kempshott Infant School 

  • A child starting school for the first time who has a sibling on roll at Kempshott Infant School or Kempshott Junior School (who was on roll prior to the catchment change in September 2025 and who will still be attending the school at the time of the younger child’s admission) will be given catchment priority for Kempshott Infant School, for up to and including admission in September 2028.

For Kempshott Junior School

  • A child starting junior school who has a sibling on roll at Kempshott Infant School or Kempshott Junior School (who was on roll prior to the catchment change in September 2025 and who will still be attending the school at the time of the child’s admission), will be given catchment priority for Kempshott Junior School, for up to and including admission in September 2028.

For North Waltham Primary School

  • A child starting school for the first time who have a sibling on roll at North Waltham Primary School (who was on roll prior to the catchment change in September 2025 and who will still be attending the school at the time of the child’s admission), will be given catchment priority for North Waltham Primary School up to and including admission in September 2028.

It is therefore proposed that the catchment boundaries be redrawn for school admissions from September 2025 onwards subject to determination by the trust board of the academy sponsor for the new Hounsome Fields Primary School.

Any comments received will be considered as part of the statutory consultation on admission arrangements which takes place between 13 November 2023 and 29 December 2023. A final decision which takes account of the statutory admissions consultation will be made by the Executive Member for Education on 20 February 2024.
