Hampshire County Council has a statutory duty to provide school places. Owing to an increase in the number of children in the school’s catchment area, and in particular demand for Year R places, there is a need for additional capacity at the school.
Where a Local Authority proposes to permanently enlarge a school’s capacity by 25% or more it must follow a procedure set out by the Department for Education.
The primary purpose of this consultation is to seek your view on the principle of enlarging the school to meet the demand for additional school places in the local area. We understand that you may have some questions regarding how the school buildings will be expanded and whether there will be an impact on travel to and from the school as a result of this proposal. We fully recognise both of these aspects are important however Hampshire County Council needs to obtain formal approval to the expansion before consultation on the design of the scheme can fully commence. It is very important for Hampshire County Council to hear your views at this stage on the principle of enlarging the school so we can consider them as part of the detailed work to be undertaken should approval to the enlargement be obtained.
Currently Petersgate Infant School offers 60 places in Year R (age 4+) and has an overall permanent capacity of 180. The proposed enlargement will allow the school to offer 90 places in Year R and will increase the overall capacity to 270.
The increased demand for school places is a direct result of a rising number of births in the area and local housing development. It is intended that permanent facilities will be available from September 2019.
This consultation will run from 13 November to 11 December 2017. Officers will then take into consideration all the responses received before a decision is taken on whether the proposal should continue to the formal publication stage.
If so, a statutory Public Notice will be published, setting out Hampshire County Council’s intention to enlarge the school. It is anticipated that this will be published in January 2018.
Following publication there will be a four week period in which representations can be made to the local authority. After the conclusion of this period the County Council will decidewhether or not to proceed with the proposal. It is anticipated that a decision will be made by the end of March 2018.
A drop-in session where you will be able to discuss the proposal with County Council officers will take place on 28 November 2017 at Petersgate Infant School between 3pm and 6pm.
Subject to the required approval building plans will be developed with the Headteacher and governing body. The plans will be posted on the school website once they have been sufficiently progressed and agreed with the school. There will be a further opportunity to discuss the plans in detail at a pre-planning application consultation and we will notify you of the details once arranged.
