Petition - Water Flooding Hazard, Roentgen Road, Basingstoke

Response from Hampshire County Council, June 2016

Thank you for your letter dated 4 May and the enclosed petition.

The County Council is aware of occasional surface water flooding at Roentgen Road and our highway engineers are currently considering the feasibility of installing several new soakaways here as part of a future planned maintenance programme. This will not be a straight forward scheme however as the centre of the roundabout cannot be used for soakaway installation due to the presence of a large electricity pylon. A suitable alternative location will therefore need to be found which may require formal permission from a third party landowner to enable its use for highway drainage purposes.

Whilst I can appreciate that the recurrent flooding is undesirable the highways team are not aware of any properties in the local vicinity that are at risk of being flooded and traffic speeds here are generally very low. As you will appreciate central Government have reduced Local Authority funding over recent years and hence our highway budgets prioritise schemes at sites where property is at risk and/or where there is standing water on higher speed roads.

The Highways team is currently arranging to have the existing soakaways in the road cleaned out in order to immediately provide increased resilience to further ponding. This work will take place before the Autumn.

Yours sincerely,

Cllr Rob Humby

Executive Member for Environment and Transport
