Petition - Stop the Closure of Hayling Island’s Waste and Recycling Centre

Dear Ms Wiltshire

Thank you for your petition, received by the County Council on 13 May 2016. The welcome feedback you have provided on the importance of Marchwood Household Waste Recycling Centre (HWRC) to the local community has been considered as part of the overall consultation analysis.

I can now confirm that a decision has been taken with the regards to how to achieve savings against the cost of running the HWRC network.

The results of the public consultation, alongside the various petitions received, demonstrated that the clear priority for Hampshire residents was to keep all HWRC sites open. I am pleased to confirm the decision that no HWRC sites are to be closed to meet the County Council’s 2017 savings target.

The County Council does still need to achieve savings in the running costs of this service this year, but will do this by opening two hours later each day at 11am (outside of peak morning traffic times) and closing on a Thursday, across all HWRC sites. Additional savings have also been achieved through the procurement of a new management contract; and a small charge will be introduced for residents from outside of Hampshire so they can continue to use our service later in 2017. Finally, the HWRC service will be opened up for the first time for small businesses to use, on a chargeable basis and a small charge will be levied for a number of DIY materials which are not classified as household waste. Detailed communications will be released over the coming months as to how and when these changes will be introduced.

These measures will help to protect the long term viability of the HWRC service.
