Impact of Covid-19 on statutory Registration Services


Small marriages and civil partnerships may now resume from 4 July 2020, in line with the latest Government guidance. A range of adjustments to ceremonies will be required so please ensure you are familiar with the protocols and wish to proceed.

At the present time we are only able to deal with email enquiries. Please be assured that a member of our ceremonies team will respond to any queries raised as soon as possible. This may take some time; please be patient.

Guidance for couples who are due to have their marriage or civil partnership ceremonies during 2020 is set out below. Please see the bottom of this message for which email address to use; this depends on the location of your ceremony.

Ceremonies due to take place between now and 31 August 2020

Please email our ceremonies team to tell us that you wish to:

A. Continue with your booking in line with the government guidance above. This will be a ‘basic’ legal ceremony with social distancing protocols determining numbers and a range of other adjustments to ensure Covid-19 safety compliance.

B. Move your current booking. This will not incur any additional cost, or

C. Cancel without re-booking. The cancellation policy in relation to the impact of Covid-19 is currently suspended until 31 December 2020 so you will receive a full refund of your ceremony fee. This excludes the non-refundable booking fee.

Please wait until after 1 August 2020 to email our ceremonies team with your A, B or C choice explained above. Moving your current booking will incur an additional fee of £69. Our team will contact you as soon as possible.

Registering a death

Death registrations are now being provided via the telephone. You can request an appointment to register a death by going online or by calling 0300 555 1392. Once your appointment has been confirmed, you will receive a call from a representative of Hampshire’s Registration Service.

We will need a copy of the Medical Cause of Death Certificate (MCCD) for the registration to proceed. The doctor may have sent this to us electronically or you may have been provided with a hard copy. If the latter is the case, please email a scan or photograph of the certificate to the email address nearest to where you live, as outlined below:

Alternatively, you can hand deliver the certificate through the door of one of our three main offices: Basingstoke, Fareham or Winchester.

Birth registrations

Restrictions have now been lifted. Appointments are now available at most of our offices, including Fareham, Basingstoke and Winchester.

New parents can register their baby with a GP practice without a birth certificate.

Claims for Child Benefit and Universal Credit can be made before you register the birth. Visit the Child benefit and Universal Credit pages for details on how to make a claim.

Citizenship ceremonies

All citizenship ceremonies have now been cancelled and no new bookings are being taken until further Government instruction has been received. Home Office guidance indicates that all applicants will automatically receive an extension of six months in which to attend their ceremony.

You will be contacted as soon as we receive further guidance from the Home Office.
