Highways – Permanent Traffic Order Notices from Eastleigh Borough Council in Eastleigh area

NOTICE IS HEREBY GIVEN that the Eastleigh Borough Council pursuant to arrangements with Hampshire County Council has made the above mentioned Traffic Regulation Order in exercise of the powers of the said County Council under Sections 1, 2, 4 of the Road Traffic Regulation Act 1984 ("the Act") and Part IV of Schedule 9 to the Act, and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act.

The effect of the Order will be to:

1. Revoke The Borough of Eastleigh (Cheltenham Gardens, Hedge End) Experimental Order 2018 in its entirety, and all items relating to Cheltenham Gardens in Schedules 1 and 1.9 to The Borough of Eastleigh (Hedge End, West End and Botley) Consolidation Order 2015

2. Introduce "No waiting at any time' restrictions in the following road: Cheltenham Gardens (spine) north-west side from its junction with Maunsell Way north-eastwards for 15 metres, south-east side from its junction with Maunsell Way north-eastwards for 12 metres

3. Introduce "No waiting Mon- Fri except bank and public holidays 10-11am" restrictions in the following road: Cheltenham Gardens (spine) south-east side from a point 32 metres north-east of its junction with Maunsell Way north-eastwards for 53 metres, east side from a point 59 metres north-east of its junction with Maunsell Way northwards for 11 metres, from a point 11 metres south of Cheltenham Gardens (spur leading to 30 – 52 evens & 107-153 odds) northwards to a point 4 metres north of that point, west side from a point 7 metres south of Cheltenham Gardens (spur leading to 21 - 91 odds) northwards for 56 metres; Cheltenham Gardens (spur leading to 30 – 52 evens & 107-153 odds) north side from a point 15 metres east of Cheltenham Gardens (spine) eastwards for 7 metres, north-east side from a point 33 metres east and south-east of Cheltenham Gardens (spine) south-eastwards for 5 metres, from a point 52 metres south-east of Cheltenham Gardens (spine) south-eastwards for 17 metres; east and north side from a point 4 metres south-east of the boundary of Nos 127 and 129 south-eastwards and eastwards for 60 metres, south side from its junction with Cheltenham Gardens (spine) eastwards for 5 metres, south-west side from a point 20 metres east of Cheltenham Gardens (spine) south-eastwards for 11 metres, from the boundary of Nos 48 and 50 south-eastwards for 15 metres, south side from a point 4 metres west of its eastern closed end westwards to a point 26 metres west of the western flank wall of Cranleigh House; Cheltenham Gardens (spur leading to 8 -26 evens) both sides from its junction with Cheltenham Gardens (spine) south-eastwards for 4 metres, north-east and north-west side from a point 29 metres south-east of its junction with Cheltenham Gardens (spine) south-eastwards and north-eastwards for 6.6 metres, north-west side from a point 6 metres north-east of the south-western flank wall of No 24 northwards for 6.5 metres, north and east side from a point 2 metres west of the boundary of Nos 20 and 22 westwards and northwards for 6.5 metres, south side from a point 2 metres east of the western flank wall of No 14 westwards for 8 metres; Cheltenham Gardens (spur leading to 21 – 91 odds) north-east side from its junction with Cheltenham Gardens (spine) north-westwards for 7 metres, from a point 40 metres north-west of its junction with Cheltenham Gardens (spine) north-westwards for 12 metres, south-west side from its junction with Cheltenham Gardens (spine) north-westwards for 13 metres, from a point 26 metres north-west of its junction with Cheltenham Gardens (spine) north-westwards for 7 metres, south-west and south-east side from a point 42 metres north-west of its junction with Cheltenham Gardens (spine) north-westwards and southwestwards for 8 metres, south-west and north-west side from a point 3 metres south-east of the boundary of Nos 71 and 73 south-eastwards and south-westwards for 9 metres, north-west side from a point 10 metres south-west of the boundary of Nos 25 and 27 south-westwards for 11 metres.

The Order will come into operation on 9 November 2020. A copy of the Order may be inspected at my office at the Eastleigh House, Upper Market Street, Eastleigh during normal office hours or on the Council's website: www.eastleigh.gov.uk/TRO

Any persons wishing to question the validity of this Order or any provisions contained in it on the grounds that any requirement of the Act, or any instrument made under that Act has not been complied with in relation to the Order, may within six weeks from 2 November 2020 apply to the High Court for this purpose.
