Highways – Permanent Traffic Order Notices from Eastleigh Borough Council in Eastleigh area

NOTICE IS HEREBY GIVEN that The Council of the Borough of Eastleigh (hereinafter referred to as "the Council") pursuant to arrangements made with the Hampshire County Council in exercise of the powers of the said County Council under Sections 1, 2 and 4 of the Road Traffic Regulation Act 1984 ("the Act") and Part IV of Schedule 9 to the Act and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby proposes to make the above Order, the effects of which would be to:

1.Introduce "No waiting at any time" restrictions in the following roads: Barrowfields Close both sides from Moorgreen Road south-eastwards for 11 metres, Monarch Way (spine) east side from 5 metres north of the boundary of Nos 119/120 northwards for 21 metres, Monarch Way (spur leading to Nos 17-28) south side from 3 metres west of the boundary of Nos 23/24 westwards to its western closed end, north side from the boundary of Nos 22/23 westwards to its western closed end, Moorgreen Road south-east side from 10 metres south-west to 10 metres north-east of Barrowfields Close, Upper Northam Road (service road serving Nos 52- 72 evens) north-east side from 5 metres south-east of Upper Northam Road to 10 metres north-east of Yew Tree Close, Wellstead Way south-east side from a point 25.6 metres south-west of the boundary of Nos 43/45 to a point 16 metres southwest of the boundary of Nos 33/35 (in place of "No stopping on entrance marking"), Yew Tree Close both sides from 10 metres south-east of Upper Northam Road (service road) south-eastwards to its closed end;

2.Introduce "No waiting Mon- Fri 8am – 5pm" restrictions in the following roads: Wellstead Way north-west side from 54 metres south-west of its north-eastern junction with Hibberd Rise south-westwards for 10 metres (in place of "no waiting at any time")

3.Introduce "No waiting Monday to Friday 7 - 9am and 4 - 6pm" restrictions in the following roads: Broad Oak north side from the western boundary of Monatgue House to Botley High Street, south side from the western boundary of Glendover Cottage to Botley High Street, High Street Botley north side from From its junction with Broad Oak to a point 15 metres west of its junction with Holmesland Lane, from 15 metres east of its junction with Holmesland Lane to 15 metres west of the easternmost vehicle access to Botley Primary School, from 15 metres east of the easternmost vehicle access to Botley Primary School to 183 metres west of its junction with Winchester Street, south side from its junction with Broad Oak to a point 183 metres west of its junction with Church Lane, from 88 to 124 metres west of its junction with Church Lane, from 6 metres west of its junction with Church Lane westwards for 9 metres

4. Introduce "No loading Mon- Fri 7 - 9am and 4 - 6pm" restrictions in the following roads: Broad Oak both sides from its junction with Grange Road to its junction with Botley High Street, High Street Botley north side from its junction with Broad Oak to 15 metres west of the easternmost vehicle access to Botley Primary School, from 15 metres east of the easternmost vehicle access to Botley Primary School to a point 118.4 metres west of its junction with Winchester Street, south side From its junction with Broad Oak to 88 metres west of its junction with Church Lane, from its junction with Church Lane westwards for 15 metres

5. Introduce "No waiting at any time on footway" restrictions in the following road: Chalk Hill west side from Swaythling Road to 15 metres north of its junction with Clifton Gardens, east side from Church Hill to 28 metres south of the boundary of Nos 269/ 271 West End Road

6.Introduce a "No stopping on entrance markings at any time" restriction on the following road: Maunsell Way east side from 17 metres south of its junction with Cudworth Mead southwards for 31.6 metres

7. Introduce "No stopping on entrance markings Mon-Fri 8am - 5pm" restriction on the following roads: Pomeroy Crescent south-east side from its south-easternmost junction with Wellstead Way to the boundary of Nos 37 and 38 (in place of No stopping on entrance markings at any time), south-east and south-west sides from the boundary of Nos 30 and 31 south-westwards and northwestwards for 25.6 metres, Wellstead Way south-east side from the boundary of Nos 43 and 45 southwards for 25.6 metres (in place of "no stopping on entrance markings at any time" restriction), and from 16 metres southwest of the boundary of Nos 33 and 35 southwards to its junction with Pomeroy Crescent

8. Introduce a maximum of six Disabled persons parking places in the following roads:

Ambleside, Bader Close, Barnsland, Birch Road, Cerne Close, Chapel Road, Cobbett Way, Coulsdon Road, Ferndale, Ferrybridge Green, Freegrounds Road, Goodlands Vale, High Street Botley, High Street West End, Hindmarch Crescent, Kennet Close Lambourne Road, Longclose Road, Lower Northam Road, Midlands Estate, Precosa Road, St Catherines View, St Johns Road, Simmons Close, Thames Close, The Close, The Drive, Unnamed Service Road off B3033 Lower Northam Road (serving Nos 19-53 odds), Unnamed Service Road off B3033 Lower Northam Road (serving Nos 75-83 odds), Unnamed Service Road off B3033 Lower Northam Road (serving Nos 2a-12 evens), Upper Northam Road, Wadhurst Road, Waldon Gardens, Watts Road, Westward Road, Wellstead Way, Whitebeam Road, Winchester Street

A copy of the Order together with all plans showing the roads to which the Order relates and a statement of the Council's reasons for proposing to make the Order may be inspected at Eastleigh House, Upper Market Street, Eastleigh during normal office hours or on the Council's website: www.eastleigh.gov.uk/TRO.

Objections to these proposals together with the grounds on which they are made must be sent in writing or via the form on the Council's website to the undersigned by 16 April 2021. Letters of support will also be accepted during this time.
