TRAFFIC ORDER PROPOSALS – VARIATIONS OF SEVERAL PARKING AND WAITING RESTRICTIONS IN THE ARNOLD ROAD AREA, EASTLEIGH

NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 1, 2, 3, 4, 32, 35, 39 and 122(1) and 122(2) of The Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.

General nature and effects of the Order:   To facilitate a new cycling scheme in the Arnold Road Area will be to amend / vary several existing parking and waiting restrictions in the following roads:

(i)  Chestnut Avenue  (ii) Desborough Road  (iii)  Arnold Road

The order will also vary the existing schedules contained in The Borough of Eastleigh (Arnold Road Area) (Residents Parking Places, Prohibition of Waiting) (Disabled Persons Parking Places) (Fourth Zone) (Controlled Zone) Order 2004 (the Principal Order) as follows:

(i)         The Second Schedule of the Principal Order (Areas of Highway Designated as Parking Places with Permits)

(ii)        The Third Schedule of the Principal Order (No Waiting at any time)

(iii)       The Fourth Schedule of the Principal Order (No Waiting 8:00am – 8:00pm Monday to Saturday)

(iv)       The Fifth Schedule of the Principal Order (Waiting Limited to 2 Hours Max Stay (Return Prohibited within 2 Hours, 8am – 8pm Mon – Sat, Exemption for Permit Holders – Carer Permit 3 Hours)

There will also be significant loss of parking spaces and the correction of some textual errors in the Principal Order

OBJECTIONS AND OTHER REPRESENTATIONS:   All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email [email protected] quoting reference:- [A2027/MJB], by Friday 15^th September 2023.  All objections must state the grounds on which they are made.  Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

TITLE:   The order, if made, will be known as “The Hampshire, The Borough of Eastleigh (Arnold Road Area) (Residents Parking Places and Prohibition and Restriction Of Waiting) (Disabled Persons Parking Places) (Fourth Zone) (Controlled Zone) Order 2004 (Amendment No. 12) Order 2023.”
