THE HENRY CORT COMMUNITY COLLEGE, FAREHAM – PROPOSAL: RELOCATION
Hampshire County Council is proposing to relocate The Henry Cort Community College from its current location to a new site within the North Whiteley housing development, effective 1 September 2027.

1. Notice is hereby given, in accordance with Part 1 of Schedule 3 of The School Organisation (Prescribed Alterations to Maintained Schools) (England) Regulations 2013 (‘the Prescribed Alterations Regulations’) and Parts 2 and 3 and Schedule 3 of the Education and Inspections Act 2007 (as amended by the Education Act 2013), that Hampshire County Council, Elizabeth II Court, Winchester, Hampshire, SO23 8UG intends to make a prescribed alteration to THE HENRY CORT COMMUNITY COLLEGE, Hillson Drive, Fareham, PO15 6PH (category of school – Community) by relocating the premises of the school with effect from 1 September 2027 to a site identified within the new North Whiteley housing development.
2. A new secondary school sited in North Whiteley has always been planned to meet the increasing demand from the development. If the proposal to relocate THE HENRY CORT COMMUNITY COLLEGE is not adopted, there is a serious risk that the school will not be viable in its current location. This is primarily because of the inevitable reduction in pupil numbers when the new secondary school opens and children from the Whiteley community begin to attend their local school. This outcome will impact upon the budget of The Henry Cort Community College creating challenges in maintaining a strong education offer.
3. Both nationally and locally the outcomes for smaller secondary schools are less positive. This is exacerbated when there are newer, better equipped schools nearby which are large enough to offer a full range of examination subjects. These larger schools are often able to provide modern, adaptive teaching which is responsive to students’ needs, maintain specialists in all subject disciplines who learn from each other, and provide a range of broader curriculum subjects including wide range of sports and creative subjects. It is highly probable The Henry Cort Community College will become unviable if it is not relocated.
4. The estimated cost for this building project is £42.7 million. This is being funded through the County Council’s Children’s Services Capital Programme. This permanent accommodation will reduce the County Council’s requirement to provide funded transport to other secondary schools.
