Highways – Permanent Traffic Order Notices from Eastleigh Borough Council in Eastleigh area

THE BOROUGH OF EASTLEIGH (BISHOPSTOKE, FAIR OAK AND HORTON HEATH) (AMENDMENT NO 2) ORDER 2019 PART 1

NOTICE IS HEREBY GIVEN that the Eastleigh Borough Council pursuant to arrangements with Hampshire County Council has made the above mentioned Traffic Regulation Order in exercise of the powers of the said County Council under Sections 1, 2, 4 of the Road Traffic Regulation Act 1984 ("the Act") and Part IV of Schedule 9 to the Act, and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act.

The effect of the Order will be to introduce:

a) introduce 'No Waiting at Any Time' restrictions in the following roads:

Alan Drayton Way, south side from the northern kerbline of Fair Oak Road (westbound one-way section) westwards for 25.5 metres; Colchester Avenue, both sides from Underwood Road northwards for 11 metres; Devine Gardens, both sides from Fair Oak Road southwards for 10 metres; Fair Oak Road (westbound one-way section), north side from Alan Drayton Way westwards for 32 metres; Fair Oak Road (spur between one-way section and Alan Drayton Way, at its eastern junction with Alan Drayton Way), east side from the south-western kerbline of Alan Drayton Way southwards for 20 metres; Fair Oak Road, south side from 6 metres west to 6 metres east of Devine Gardens; Fox Close, both sides from 7 metres west to 6 metres east of Stag Close, south side from 7 metres west to 5 metres east of Stag Close; Lynx Close, both sides from Fox Close southwards for 8.5 metres; Maldon Close, both sides from Spring Lane eastwards for 6 metres; Oakbank Road, both sides from Church Road westwards for 46 metres; Orchard Road, both sides from Summerlands Road north-westwards for 7.5 metres; Riverside, east side from 55 metres north of Spring Lane northwards for 13 metres; Spring Lane, east side from 7.5 metres north to 8 metres south of West Drive and from 6 metres south to 37 metres north of Maldon Close; Stag Close, both sides from Fox Close southwards for 13 metres; Summerlands Road, north-west side from 6 metres south-west to 6 metres north-east of Orchard Road and from Winchester Road south-westwards for 11 metres, south-east side from Winchester Road south-westwards for 14 metres; Underwood Road, south side from the western boundary of No 26 westwards for 20 metres, north side from 9 metres east to 9 metres west of Colchester Avenue; West Drive, north side from Spring Lane northwestwards for 18 metres, south side from Spring Lane northwestwards for 14 metres; Winchester Road, west side from 8.5 metres north to 10 metres south of Summerlands Road

b) remove 'No Waiting at Any Time' restrictions in the following road: Riverside, east side from 15 to 24 metres north of Spring Lane

The Order will come into operation on 24 June 2019.

A decision on whether to introduce the proposed waiting restrictions on Sedgwick Road and Stoke Park Road has been deferred. The proposed waiting restrictions on Meadowsweet Way have been withdrawn.

Owing to a technical error, The Borough of Eastleigh (Bishopstoke, Fair Oak and Horton Heath) (Amendment No 01) Order 2018 has been revoked, and its provisions have been included in The Borough of Eastleigh (Bishopstoke, Fair Oak and Horton Heath) (Amendment No 2) Order 2019 Part 1.

A copy of the Order may be inspected at Eastleigh House, Upper Market Street, Eastleigh during normal office hours or on the Council's website: www.eastleigh.gov.uk/TRO

Any persons wishing to question the validity of this Order or any provisions contained in it on the grounds that any requirement of the Act, or any instrument made under that Act has not been complied with in relation to the Order, may within six weeks from 14 June 2019 apply to the High Court for this purpose.
