All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

4. DEPUTATIONS
Isitfair concerning the Members Allowances Scheme 2009/10.

To receive such communications as the Chairman may wish to put before the Council.

To receive such reports as the Leader of the Council may wish to make to the Council.
7. QUESTIONS UNDER STANDING ORDER 20(b)(i)
The list of questions received will be circulated at the meeting. Where a member has submitted more than one question, their second and subsequent questions will not be answered until all other members' first questions have been dealt with.

8. APPOINTMENTS
To make alterations as required in the membership of committees and other bodies which are not subject to proportionality rules, and to make any other member appointments necessary.
a) To appoint Councillor Mrs P.A. West chairman of the Safe and Healthy People Select Committee.
b) To review proportionality on committees given a reduction in the Conservative Group of one member and that member now serving as an Independent.
9. FLUORIDATION OF WATER SUPPLIES
To consider the report of the Water Fluoridation Panel set up by the Health Overview and Scrutiny Committee to advise the County Council as to its response to the consultation undertaken by the South Central Strategic Health Authority in relation to the issue of fluoridation of water supplies to the City of Southampton.
10. MEMBERS ALLOWANCES SCHEME 2009/10
To consider the report of the Governance Committee. A supplementary report will follow. Members have been asked for their views on those recommendations of the Independent Remuneration Panel which fell within its statutory terms of reference and responses have been requested by 14 November 2008.
Note: Paragraph 10.2(c)(iv) of the County Council's Code of Conduct confirms that, whilst all Members have a personal interest in this item, they do not have a prejudicial interest.
11. STANDARDS COMMITTEE TERMS OF REFERENCE
To consider the report of the Governance Committee recommending a revision to the Standards Committee's terms of reference in the context of the arrangements required for the local determination of complaints as to alleged breaches of the County Council's Code of Conduct.
12. LOCAL GOVERNMENT AND PUBLIC INVOLVEMENT IN HEALTH ACT 2007 - CHANGE TO THE CONSTITUTION
To consider the report of the Governance Committee recommending changes to the Constitution required under the Local Government and Public Involvement in Health Act 2007 where the `strong Leader with Cabinet' style of model of governance applies
13. NOTICE OF MOTION - SUSTAINABLE COMMUNITIES ACT 2007
To consider the Notice of Motion submitted by Councillor Carew concerning the powers contained in this Act and the application of its provisions.
