IBC: Transactional HR, Pay and Finance

The IBC provide transactional services using Hampshire County Council’s SAP system. This implements enhanced security and integration between HR, payroll and finance.
We offer schools an effective and efficient service for transactional, HR, pay and finance by providing a range of self-service tools via Employee Self Service and our Portal. This allows employees and users to manage all aspects of HR, pay and finance. These services are also supported by a centralised team to provide guidance and advice, as well as processing for specific agreed areas that are not carried out via the Portal.
Systems are delivered over a secure portal and utilise leading technology to support each school and their employees. The IBC regularly update our systems and infrastructure, and have a long-term commitment to continued investment allowing us to increase the range of services offered.
All schools supported are required to utilise the Hampshire County Council main bank account. Through this route, we help manage business and continuity risks for schools, and limit risk exposure associated with change.

Transactional HR and pay
- Production of monthly payroll for contracted and casual/supply staff
- Creation of BACS payments directly to employees’ bank account
- Calculation and reporting of all occupational payments, including sickness, maternity, paternity and adoption leave
- Application of step progression and pay awards
- Support and administration with monthly Local Government Pension Scheme (LGPS) and Teachers Pension Scheme (TPS) returns
- Production of P45 and P60s
- Year-end reconciliation and online submission to HMRC
- Monthly online submission to the HMRC using Real Time Information (RTI)
- A suite of standard manager reports available for schools to access and run when required
- Employee self service via a secure web link providing staff the ability to view and update personal data and view, print, and save payslips and P60s
- Online access to the Portal with e-forms and reports available for schools to manage employee records
- Contractual documentation produced for new employees and employees who have had an amendment to their contract
