Rebecca is a chartered civil engineer and qualified project manager with 23 years’ experience in the property and construction industry. Rebecca started her career at the consultancy firm Arup delivering major infrastructure and building projects in the UK and overseas. She then moved into the public sector where she has worked in a range of property and construction roles covering procurement, business and financial management, strategy development and transformational change.

Rebecca now leads the Operations function for HCC Property Services. The team is responsible for the ongoing management and maintenance of the County Council’s estate and providing services to Hampshire schools, Fire and Police Services and other public sector organisations through innovative joint working agreements and collaborative procurement arrangements.

Operations is responsible for a portfolio of around 10,000 buildings across 1,000 sites, with an annual maintenance programme in excess of £40m. The function brings together the engineering, building surveying, estates management and facilities management skills required to deliver cost effective and integrated services to customers that support and enable the delivery of public services.

Rebecca and her team are focused on providing an intelligent and modern service for their customers that makes best use of asset data and digital technology, alongside excellent customer service and a shared passion for delivering public value.
