This paper is an account of the building of St Peter's Roman Catholic Chapel, now the Milner Hall, Winchester, and of the life of the man behind it, John Milner. Milner was priest in Winchester between 1779 and 1803, and later a famously controversial bishop of the Midland District. The chapel, built in 1792 following the Relief Act of 1791, was one of the first ecclesiastical buildings in England to revive the Gothic style, and reflected Milner's deep interest in the Gothic and his desire to see Catholic worship re-established in a proper setting after the many years of secrecy and isolation.

The paper draws on Milner's letters and publications, and includes several illustrations of the chapel from his History of Winchester published in 1798.
