Financial Assessment Annual Review 2025
Each year in the lead up to benefit changes we complete an annual review of your financial assessment and notify you of the revised weekly amount.
Calculations
You can find out more about how and what we use to calculate how much people pay towards their care and support on: Financial assessment (Hampshire County Council).
Calculation change
Currently, 95% of your assessable income is taken into account for the calculation. From April 2025 this will change to 100%.
Your assessable income is the amount that is left after standard outgoings are paid for and an allowance is made for general living costs such as food, utility bills and clothes. This could result in you paying more for your care and support.
Increased contributions
If your contributions have increased this is likely to be because the amount of income you receive has increased, such as any benefit that you receive.
In addition, Hampshire County Council's Cabinet made the decision to change the way we calculate the financial contribution towards non-residential care and support from 7 April 2025 following public consultation.
Why care and support cost calculations have changed
You can read the full report that went to the County Council's Cabinet online. This includes the outcome of the consultation and comments from the working groups that scrutinised the proposals: Agenda for Cabinet on Monday 14 October (Hampshire County Council).
Formal complaints
As this is a change in County Council policy made by elected officials, this is outside of the complaints procedure and therefore not subject to formal responses.
Formal complaints made regarding this matter will not be logged as such and no response will be provided.
Bills
The policy will change on 1 April 2025. This means that the care and support you receive during April will be charged under the new policy.
You will receive the bill for April's care and support in May 2025.
If you cannot afford to pay your bill
If you cannot afford to pay your bill you should contact the County Council as soon as possible: Make an enquiry.
