Young people up to the age of 16 are required by law to be in full time education. Young people aged 16-18 are required to be participating in some form of education, training or employment with training.
HCC has a duty to promote the active participation in education and training of all young people in Hampshire, including ensuring all 16-18 year olds have an offer of an appropriate place in post -16 education or training, tracking process from pre to post-16 learning and identifying those who are not participating.
Many young people who are NEET will be so for a short period of time and will be to access a participation activity directly. However, there are some NEET young people who will have significant and complex barriers and may need intensive support from a range of specialist agencies before they are ready to re-engage in learning or employment. The Hampshire Futures Service has responsibility for young people’s participation and NEET reduction and co-ordinates support for young people who have disengaged from learning.
