Hampshire County Council have recently completed the second round of engagement on cycling and walking improvements along the A27 in Portchester. The feedback to the engagement have been reviewed and we are developing design options for the scheme. We will also be seeking funding from the UK Government in order to progress and deliver the scheme.

The Fareham Local Cycling and Walking Infrastructure Plan (LCWIP) identified and prioritised the A27 in Portchester as a route that could be made more inclusive for all by making it safer and more attractive to travel along. More information on the LCWIP is available here.
Hampshire County Council are therefore considering cycling and walking improvements along the A27 in Portchester from the junction with Downend Road/ Shearwater Avenue to the west, to the junction with Portsdown Road/ Hamilton Road to the east.Specifically, we want to:
- Provide more space for people to cycle, walk and wheel;
- Make the route safer for all road users;
- Improve the local environment and air quality;
- Increase accessibility to local shops and services for all.
- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
- Engagement Feedback

There have been two phases of engagement so far which have been undertaken in partnership with Sustrans, a sustainable transport charity who have extensive experience in consulting on similar schemes.
The first phase, ‘co-discover’, involved listening to local residents and stakeholders on any issues with the existing route and was undertaken in summer 2022.
The second phase, ‘co-design’, which involved workshops and considered potential design options for improving cycling and walking along the A27 Portchester route and was undertaken in winter 2022, with local residents, businesses, schools, stakeholders and the wider community.
